The Minority in Parliament has opposed the approval of the Social Protection Bill, 2025, citing the absence of a quorum during proceedings.
The Bill seeks to establish a Social Protection Fund to provide financial resources for emergency responses and to support ongoing social protection initiatives.
These include the Livelihood Empowerment Against Poverty (LEAP), the Ghana School Feeding Programme, Basic Education Capitation Grants, and National Health Insurance exemptions, among others.
In addition to funding, the Bill aims to create a legal framework to enhance accessibility and fairness in the delivery of social services to vulnerable populations.
However, during the third reading of the bill on Wednesday, July 30, First Deputy Minority Whip Habib Iddrisu raised concerns about the House’s failure to meet the constitutionally required quorum for passing legislation. He therefore called for the process to be suspended.
In response, Second Deputy Majority Whip Richard Acheampong criticised the Minority’s stance, describing it as unfair.
Following the disagreement, the House was adjourned.
