Court withdraws bench warrant issued against Director of Passports

The High Court of Justice Criminal Division 2, presided over by Her Ladyship Justice Marie-Louise Simmons, has officially withdrawn the bench warrant issued against the Director of Passports on May 16, 2025.

During the hearing on Monday, May 19, 2025, the Director of Passports was absent but was represented by Deputy Director, Mawuli Klu.

Legal representation was provided by Hackman Khalilah and Evelyn Rita Kpobi, both from the Legal and Treaties Bureau of the Ministry of Foreign Affairs.

Counsel for the Director of Passports, speaking on behalf of the Chief Director of the Ministry of Foreign Affairs, explained to the court that the absence of the Director was not meant as contempt but was due to unavoidable internal circumstances.

The legal team assured the court of their full cooperation in providing verification for ongoing trials and emphasised their commitment to working alongside the judiciary.

After hearing counsel’s plea, Justice Simmons ruled in favour of withdrawing the warrant, citing the Ministry’s assurance to comply with court orders and provide the necessary information for ongoing judicial proceedings.

However, the court maintained that clarification on the contents of a letter dated April 4, 2025, must be provided by way of a report through the court registry.
