Renowned private legal practitioner, Martin Kpebu, has urged embattled former Director-General of the National Signals Bureau (NSB), Kwabena Adu-Boahene, to reveal the identities of every person involved in the corruption-related charges against him.

The Office of the Attorney General slapped Adu-Boahene with 11 corruption-related charges for allegedly transferring GH¢49 million (approximately $7 million) from the bureau’s account to his personal account, among other offences.

Adu-Boahene has also been arrested for another alleged corruption scheme involving the Ghana Water Limited.

Speaking in an interview on TV3 on May 12, 2025, Martin Kpebu said that even though Adu-Boahene’s disclosure of persons and entities to whom the NSB gave monies has nothing to do with the case against him, his actions are very laudable.

He said that the disclosures of the former NSB Director-General were in the interest of the country, urging Adu-Boahene to release details of persons and entities who benefited from the NSB funds.

“I agree with Mr Ofosu that these are not answers to the charges in court because Ayine’s (the Attorney General’s) case is that the money left the NSB account, went to his (Adu-Boahene’s) private company account, and then from there to Mayfair Properties. So, it means that Dr Ayine is holding those bank statements, Mayfair Properties, for properties, and he’s shown the properties that were acquired.

“… But what he (Adu-Boahene) has done is to show us, like the suspicions we’ve always had, people are stealing from the state like there is no tomorrow… So, I encourage Adu-Boahene to go ahead, furnish us with more evidence. This is how we will push politicians back. He’s done extremely well by coming out. But once the opposition is saying it’s not true because you’ve not brought the statements, please go ahead, publish the statement,” he said.

Kpebu added, “People are saying you are going to drag others along. Yes, drag them down. Drag everybody down. It helps our democracy.”

In a letter addressed to the National Security Coordinator and the National Security Adviser, Adu-Boahene said that the said amount was used for special national security operations.

He went on to give details of how the GH¢49 million, which he indicated was from the “Special Operations Fund” of the NSB, was expended.

He further listed 10 “operations” as well as the individuals and outfits who benefited from the funds, and the amounts they received.

The list included a supposed disbursement of over GH¢9.5 million to ISC Holdings for “Special Operations” in 2020; GH¢6.9 million to various personnel for “Operation Conquered Fist” between 2020 and 2024; and over GH¢3.7 million for “Operation Calm Life” to various individuals between 2020 and 2024.

The other payments include GH¢960,000 as allowances to members of the Defence and Interior Committees of Parliament and GH¢309,000 to the Subsidiary Legislation Committee for the enactment of laws for the NSB.
