GRA targets GH¢360 billion in tax revenue by 2028 to boost domestic mobilisation

The Ghana Revenue Authority (GRA) has announced its plan to generate at least GH¢360 billion in tax revenue by the end of 2028, as part of a broader strategy to strengthen domestic revenue mobilisation and increase the country’s tax-to-GDP ratio.

The Acting Commissioner-General of the GRA, Anthony Sarpong, announced the target during an X-Space discussion.

According to him, recent improvements in tax mobilisation can be attributed to averaging growth rates between 25 and 30 percent from 2020 to 2024 to ongoing reforms within the authority.

He added that there is the need for the GRA to look within and intensify efforts to broaden Ghana’s tax net especially within the informal sector.

“For 2025, we’ve set a target of GH¢200 billion, up from GH¢153 billion in 2024. By 2028, we hope to hit a minimum of GH¢360 billion. The initiative, dubbed ‘360 by 28,’ aims to more than double current tax revenue levels and raise Ghana’s tax-to-GDP ratio from 13.8% to between 17% and 18% by the end of the medium-term period,” he stated.

Outlining key strategies to reach the 2028 target, Sarpong cited digitalisation and data analytics as critical enablers as a means for the authority to match individual and business activities with tax obligations.

“We are in a digital and automated world and GRA must not be left behind in terms of technological transformation. That is why we’re digitising tax administration to reach more taxpayers, including those outside the net. We are also using mobile money transaction data to bring more of the informal sector into the tax fold,” he said.

The GRA’s “360 by 28” campaign supports the government’s broader economic agenda, aiming to enhance fiscal stability and drive sustainable national development.
