{"id":256169,"date":"2024-11-27T02:04:16","date_gmt":"2024-11-27T02:04:16","guid":{"rendered":"https:\/\/www.ghanamma.com\/2024\/11\/27\/kenya-less-open-to-visitors-despite-visa-free-policy-report\/"},"modified":"2024-11-27T02:04:16","modified_gmt":"2024-11-27T02:04:16","slug":"kenya-less-open-to-visitors-despite-visa-free-policy-report","status":"publish","type":"post","link":"https:\/\/www.ghanamma.com\/2024\/11\/27\/kenya-less-open-to-visitors-despite-visa-free-policy-report\/","title":{"rendered":"Kenya less open to visitors despite visa-free policy &#8211; report"},"content":{"rendered":"<br><div id=\"article-text\">\n                       \n                        \n<p class=\"wp-block-paragraph\">Kenya has plunged in the latest rankings of how open it is to visitors from other African countries despite introducing a &#8220;visa-free policy&#8221; earlier this year.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It dropped 17 places to 46th out of 54 nations,\u00a0according to the 2024 Africa Visa Openness Index (AVOI).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Last year, President William Ruto was highly praised after announcing that Kenya would drop visa requirements for all visitors from the continent.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But in their place, most travellers now have to apply online for authorisation before leaving their country, which some have criticised as \u201ca visa under another name\u201d.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The system, known as the Electronic Travel Authorisation (ETA), determines if applicants are eligible to travel to Kenya and can take up to three days to be processed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Citizens from the East African Community regional bloc are exempt.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The AVOI, supported by the African Union and run by the African Development Bank Group (AfDB), evaluates the accessibility of African countries based on visa policies.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It says Kenya&#8217;s &#8220;requirement for ETAs before travel for most travellers from other African countries lowered [its] score&#8221;.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Looking at the continent overall, AfDB director Joy Kategekwa said the fact that &#8220;Africans continue to require visas for the most part to enter other African countries is one of the most profound contradictions to the continent\u2019s aspirations on regional integration&#8221;.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">She noted that the report also \u201cinvestigates the question of [ETAs] which, notwithstanding intent, resemble features of a visa\u201d.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The report says that the \u201cintroduction of ETAs by some countries added additional layers of requirements to the traveller and did not facilitate ease of movement\u201d.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Last October, President Ruto said Kenya would be going &#8220;visa-free&#8221; beginning in January this year, noting that the country was &#8220;the cradle of mankind&#8221;.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But the latest ranking has come as no surprise to some Kenyans.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI did raise this very matter in January 2024,\u201d says Mohamed Hersi, a hotelier and former chairman of the Kenya Tourism Federation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In January, Mr Hersi said that the ETA was &#8220;not the same as visa-free&#8221;, and could make it more difficult for potential visitors to come to the country.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Others have called for a change in the policy.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe ETA isn\u2019t progress\u2014it\u2019s still a visa, adding another bureaucratic layer and making travel to Kenya harder, not easier. Time for a serious rethink on accessibility,\u201d says Kenyan entrepreneur Gina Din.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Documents needed to get an ETA include flight details and proof of a hotel booking.<\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><img loading=\"lazy\" alt=\"\" class=\"wp-image-10032646216 lazyload ewww_webp_lazy_load\" src=\"https:\/\/www.myjoyonline.com\/wp-content\/uploads\/2024\/11\/image-63-55.jpg\" decoding=\"async\" width=\"800\" height=\"449\" data-eio-rwidth=\"800\" data-eio-rheight=\"449\" src-webp=\"https:\/\/www.myjoyonline.com\/wp-content\/uploads\/2024\/11\/image-63-55.jpg.webp\"\/><img decoding=\"async\" src=\"https:\/\/www.myjoyonline.com\/wp-content\/uploads\/2024\/11\/image-63-55.jpg\" alt=\"\" class=\"wp-image-10032646216\" data-eio=\"l\"\/><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">Except for EAC citizens, all travellers must now pay $30 (\u00a324) is valid for 90 days. Previously travellers were able to pay $50 for a multiple-entry visa that could be valid for several years.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Before the introduction of the ETA, visitors from more than 40 countries including several from Africa, were able to arrive in Kenya, get a stamp on their passport and enter without paying.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But there was a security element to the introduction of the new system.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A government spokesperson told the BBC earlier this year that the ETA was necessary for vetting travellers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;Terrorism is one of the global threats at the moment, so we need mechanisms to ensure everyone who is coming to Kenya is [not a risk] to the country,&#8221; he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Kenya has been targeted by al-Shabab jihadist militants from neighbouring Somalia in several notorious attacks.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But looking at people travelling to Kenya overall, from Africa and beyond, the ETA does not appear to have discouraged tourists from coming.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The country welcomed more than a million international visitors in the first six months of 2024, a 21% increase from last year, according to the Kenya Tourism Board.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to the AVOI, Benin, The Gambia, Rwanda and the Seychelles are ranked the highest in visa openness, with Africans requiring no visas to enter the countries.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sudan is bottom of the index, followed by Libya, Equatorial Guinea and Eritrea.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The report&#8217;s authors say that overall, despite welcome change in some places, the continent&#8217;s score has dropped by a small amount.<\/p>\n\n                <p><strong>DISCLAIMER: <\/strong>The Views, Comments, Opinions, Contributions and Statements made by Readers and Contributors on this platform do not necessarily represent the views or policy of Multimedia Group Limited.<\/p>      \n               \n <!-- Post Tags -->\n                \n\n                        \n\n    \n                                 \n                                             \n                    <\/div>\n","protected":false},"excerpt":{"rendered":"<p>Kenya has plunged in the latest rankings of how open it is to visitors from other African countries despite introducing a &#8220;visa-free policy&#8221; earlier this year.
