{"id":250458,"date":"2024-11-13T21:13:32","date_gmt":"2024-11-13T21:13:32","guid":{"rendered":"https:\/\/www.ghanamma.com\/2024\/11\/13\/entire-generation-in-gaza-would-lose-education-if-unrwa-collapses-un-says\/"},"modified":"2024-11-13T21:13:32","modified_gmt":"2024-11-13T21:13:32","slug":"entire-generation-in-gaza-would-lose-education-if-unrwa-collapses-un-says","status":"publish","type":"post","link":"https:\/\/www.ghanamma.com\/2024\/11\/13\/entire-generation-in-gaza-would-lose-education-if-unrwa-collapses-un-says\/","title":{"rendered":"Entire generation in Gaza would lose education if UNRWA collapses, UN says"},"content":{"rendered":"<br><p>Palestinian teacher Israa Abu Mustafa teaches inside a makeshift classroom in a tent she set up on the rubble of her house, in the Khan Younis camp, southern Gaza Strip [File: Haitham Imad\/EPA]\n<\/p><div id=\"article-text\">\n                       \n                        \n<p class=\"wp-block-paragraph\">An entire generation of Palestinians in the Gaza Strip would \u201cbe denied the right to education\u201d if the United Nations Relief and Works Agency for Palestine Refugees (UNRWA) collapses in the enclave under new Israeli legislation, the head of the agency has warned.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Israeli parliament last week\u00a0adopted two controversial bills\u00a0banning UNRWA from operating on Israeli territory, closing its offices in the occupied West Bank, including East Jerusalem, and Gaza.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">UNRWA\u2019s chief Philippe Lazzarini said that implementation of the legislation, which is due to take effect in late January, \u201cwill have catastrophic consequences\u201d.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cGlaringly absent from discussions about Gaza without UNRWA, is education,\u201d Lazzarini told a UN General Assembly committee on Wednesday.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIn the absence of a capable public administration or state, only UNRWA can deliver education to more than 660,000 girls and boys across Gaza. In the absence of UNRWA, an entire generation will be denied the right to education,\u201d he said, warning that this would sow \u201cthe seeds for marginalisation and extremism.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He again pushed UN member states to act to prevent the implementation of the Israeli legislation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The UN agency provides education, healthcare and other basic services to Palestinian refugees from the 1948 war surrounding Israel\u2019s creation and their descendants, who now number nearly six million people. Refugee families make up the majority of Gaza\u2019s 2.3 million population.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Aid groups have warned that Israel\u2019s ban on UNRWA could create further obstacles to addressing a severe humanitarian crisis in Gaza. Israel has said other UN agencies and aid groups can fill the gap, but those organisations have insisted UNRWA is essential.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Israel\u2019s ally the United States has described the role of UNRWA in Gaza as \u201cindispensable.\u201d US Ambassador to the UN Linda Thomas-Greenfield said on Tuesday that it was of urgent importance that Israel pause implementation of the law.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The legislation is due to take effect just days after US President-elect Donald Trump takes office for a second four-year term. Some observers expect Trump to pursue a strongly pro-Israel approach to the Middle East region, going even beyond the solid support given by President Joe Biden.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The UN Security Council has backed UNRWA and \u201cstrongly warned against any attempts to dismantle or diminish\u201d it.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">UN Secretary-General Antonio Guterres has told Israel that replacing UNRWA in Gaza and the West Bank would be Israel\u2019s responsibility as the occupying power. The UN views Gaza and the West Bank as Israeli-occupied territory.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe left Gaza completely in 2005. We disengaged, we gave the keys to the Palestinian Authority,\u201d Israel\u2019s UN Ambassador Danny Danon told reporters after Lazzarini\u2019s briefing.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cNow, we are in a war after we were attacked and we act according to international law; that\u2019s why we provide humanitarian support and we cooperate with many UN agencies,\u201d he said. \u201cWe are willing to cooperate, but not with terrorists.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In January, Israel accused dozens of UNRWA staff of having taken part in the Hamas-led October 7 attack where more than 1,100 people were killed and about 250 taken captive by Palestinian armed groups.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Israel responded to the attack by launching its continuing assault on Gaza, killing at least 43,712 people and wounding another 103,258, according to Palestinian authorities.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The UN launched an investigation into Israel\u2019s allegations which\u00a0resulted\u00a0in the termination of contracts of nine staff members against which \u201cthe evidence \u2013 if authenticated and corroborated \u2013 could indicate that the UNRWA staff members may have been involved\u201d in the attack.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In July, Israel alleged that another 100 UNRWA employees were members of Hamas and other Palestinian armed groups. The agency asked Israel to provide more information to take action.
