{"id":250454,"date":"2024-11-13T21:06:25","date_gmt":"2024-11-13T21:06:25","guid":{"rendered":"https:\/\/www.ghanamma.com\/2024\/11\/13\/no-new-petroleum-agreements-signed-or-ratified-by-parliament-in-first-half-of-2024-alfa-mohammed\/"},"modified":"2024-11-13T21:06:25","modified_gmt":"2024-11-13T21:06:25","slug":"no-new-petroleum-agreements-signed-or-ratified-by-parliament-in-first-half-of-2024-alfa-mohammed","status":"publish","type":"post","link":"https:\/\/www.ghanamma.com\/2024\/11\/13\/no-new-petroleum-agreements-signed-or-ratified-by-parliament-in-first-half-of-2024-alfa-mohammed\/","title":{"rendered":"No new petroleum agreements signed or ratified by parliament in first half of 2024 \u2013 Alfa Mohammed"},"content":{"rendered":"<p><\/p>\n<div>\n<p class=\"article-image\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/cdn.ghanaweb.com\/imagelib\/pics\/589\/58957544.295.jpg\" alt=\"File photo of a petroleum product\" title=\"File photo of a petroleum product\" width=\"295\" height=\"195\" \/> <span class=\"image_caption\"><span>File photo of a petroleum product<\/span><\/span><\/p>\n<\/div>\n<div style=\"-webkit-user-select: none; -webkit-touch-callout: none; -moz-user-select: none; -ms-user-select: none; user-select: none;\">\n<p id=\"article-123\">With the current stalemate in Parliament, it appears that the tenure of the 8th Parliament of the Fourth Republic will end without an amendment to the Petroleum Revenue Management Act (PRMA).<\/p>\n<p>This law governs the management of mineral resources in Ghana, with oversight by the Public Interest and Accountability Committee (PIAC).<\/p>\n<p>Mineral resource experts have highlighted several anomalies in the implementation of the Revenue Management Act.<\/p>\n<p>\u201cAn example is that they created PIAC but failed to provide funding for the Committee,\u201d said Nasir Alfa Mohammed, a former PIAC member, while providing updates on developments in the upstream oil and gas sector.<\/p>\n<p>\u201cFor five years, PIAC was at the mercy of international donors&#8230;We now have funding support because of the amendment to the PRMA in 2015,\u201d he said.<\/p>\n<p>\u201cHowever, there are still many anomalies that need to be addressed,\u201d Mr. Mohammed indicated, noting that some stakeholders have concerns about implementation and would have raised them if Parliament were in session.<\/p>\n<p>\u201cMany of these issues could have been reviewed, and we could have reached agreements on certain commonalities in amending the Act.\u201d<\/p>\n<p>Resolving these anomalies would go a long way toward enhancing the country\u2019s mineral revenue management regime.<\/p>\n<p>According to PIAC, the total number of petroleum agreements as of June 2024 stands at 14.<\/p>\n<p><b>National Energy Transition Framework:<\/b><\/p>\n<p>On clean energy, Mr. Nasir Mohammed disclosed that a \u201cprocess has commenced to secure a one-million-euro grant from the United Nations Office for Project Services (UNOPS) for a grid feasibility study to increase the uptake of clean energy, following the establishment of the National Energy Transition Framework and Investment Plan.\u201d<\/p>\n<p>In the clean energy debate, industry players in Ghana are advocating \u201cenergy progression\u201d in the National Energy Transition Framework and Investment Plan.<\/p>\n<\/div>\n","protected":false},"excerpt":{"rendered":"<p>File photo of a petroleum product With the current stalemate in Parliament, it appears that the tenure of the 8th Parliament of the Fourth Republic will end without an amendment to the Petroleum Revenue Management Act (PRMA).
