Biden\u2019s plans for the transfers were first reported by Politico.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ukrainian President Volodymyr Zelenskyy was among the first\u00a0world leaders to congratulate Trump\u00a0and he also spoke to the president-elect on Wednesday.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe agreed to maintain close dialogue and advance our cooperation.
