{"id":245895,"date":"2024-11-05T10:47:20","date_gmt":"2024-11-05T10:47:20","guid":{"rendered":"https:\/\/www.ghanamma.com\/2024\/11\/05\/mps-vacant-seats-were-showing-our-worst-side-joe-wise\/"},"modified":"2024-11-05T10:47:20","modified_gmt":"2024-11-05T10:47:20","slug":"mps-vacant-seats-were-showing-our-worst-side-joe-wise","status":"publish","type":"post","link":"https:\/\/www.ghanamma.com\/2024\/11\/05\/mps-vacant-seats-were-showing-our-worst-side-joe-wise\/","title":{"rendered":"MPs Vacant Seats: We\u2019re Showing Our Worst Side \u2013 Joe Wise"},"content":{"rendered":"<p><\/p>\n<div>\n<p><strong>Joseph Osei-Owusu<\/strong><\/p>\n<p>\u00a0<\/p>\n<p>The First Deputy Speaker of Parliament, Joseph Osei-Owusu, has described the recent happenings in the House as a display of \u201cthe worst part\u201d of Members of Parliament (MPs), lamenting a shift away from the traditional values that have upheld the institution.<\/p>\n<p>Commenting on the aftermath of the declaration of vacant seats controversy, Mr. Osei-Owusu, who is popularly known as Joe Wise, criticised the behaviour of MPs to resort to drama and escalations as well as the public airing of conflicts in the chamber.<\/p>\n<p>According to him, the recent open agitations mark a departure from the backroom negotiations that have long governed the legislative process.<\/p>\n<p>\u201cWe\u2019re demonstrating the worst part of us, and this does not reflect the values that have carried Parliament through the years,\u201d he stressed.<\/p>\n<p>Speaking in an interview with Accra-based<strong><em> TV3<\/em><\/strong>, the First Deputy Speaker, Osei-Owusu expressed disappointment at the current tensions and public displays of animosity within Parliament.<\/p>\n<p>\u201cIn the previous three parliaments I\u2019ve been in, such matters were discussed behind closed doors at the leadership level,\u201d he said, and continued, \u201cNow, we\u2019re witnessing open agitation, which serves no productive purpose.\u201d<\/p>\n<p>\u201cIt\u2019s time we focused on what truly matters to Ghanaians, rather than engaging in public displays of division and power struggles,\u201d he added.<\/p>\n<p>While avoiding direct blame, Mr. Osei-Owusu acknowledged that the near-equal numbers in Parliament have heightened the stakes, leading to what he described as \u201ctoo much drama on things we could easily discuss and agree on.\u201d<\/p>\n<p>He noted that some MPs had become more preoccupied with theatrics than with issues of substantive value, a shift he partly attributes to an influx of younger parliamentarians.<\/p>\n<p>\u201cThe older you grow, the less drama appeals to you. You want results,\u201d the New Patriotic Party (NPP) MP for Bekwai stated.<\/p>\n<p>\u00a0<\/p>\n<p><strong>Leadership Shifts <\/strong><\/p>\n<p>Joe Wise suggested that the replacement of seasoned leaders with younger, more assertive MPs have influenced the overall tone in Parliament.<\/p>\n<p>\u201cThe voices of the elders are drowned,\u201d he said, reflecting on a time when parliamentary leaders were, in his view, \u201ca lot more mature and committed to focusing on critical issues.\u201d<\/p>\n<p>For him, this generational change has raised questions about the impact of youth dynamics on parliamentary discipline and cooperation.<\/p>\n<p>Although Mr. Osei-Owusu did not blame young MPs directly, he stressed that the political drama detracts from Parliament\u2019s work and that some senior MPs are disheartened by these changes.<\/p>\n<p>\u00a0<\/p>\n<p><strong>Vacated Seats Controversy<\/strong><\/p>\n<p>On the issue of vacated seats\u2019 declaration, even though Mr. Osei-Owusu withheld personal judgment on Speaker Alban S.K. Bagbin\u2019s decision, he said such issues of constitutional interpretation should ideally have been handled discreetly.<\/p>\n<p>According to him, it is his wish that the Supreme Court will quickly settle these matters once and for all in order to prevent a repeat of this situation.<\/p>\n<p>\u201cIn my view, if you were elected on one ticket and then decide to switch, it\u2019s a question that should go back to the electorate, not be decided by the Speaker,\u201d he asserted.<\/p>\n<p>\u00a0<\/p>\n<p><strong>Parliamentary Theatric <\/strong><\/p>\n<p>Mr. Osei-Owusu was also concerned over allegations that some MPs have incited external support to disrupt proceedings and confront the Majority Caucus.<\/p>\n<p>He supported the Majority Leader, Alexander Afenyo-Markin\u2019s decision to avoid any actions that could turn parliamentary debate into a \u201ctheatre to denigrate Parliament.\u201d<\/p>\n<p>\u201cIf we encourage any such thing, we\u2019re denigrating ourselves,\u201d he added, calling for a unified parliamentary response to uphold the institution\u2019s dignity.<\/p>\n<p>The First Deputy Speaker also dismissed concerns that the Supreme Court\u2019s involvement constitutes interference in parliamentary affairs, citing the constitutional mandate that Parliament\u2019s actions must align with the law.<\/p>\n<p>\u00a0<\/p>\n<p><strong>Way Forward<\/strong><\/p>\n<p>Joe Wise called for a return to consensus-building and greater respect for parliamentary processes.<\/p>\n<p>He also advocated for a stronger adherence to the time-tested approach of handling disputes privately rather than resorting to public confrontations.<\/p>\n<p>He emphasised that a renewed focus on national priorities would help Parliament regain the trust of Ghanaians and uphold the institution\u2019s reputation.<\/p>\n<p>\u00a0<\/p>\n<p><strong>By Ernest Kofi Adu<\/strong><\/p>\n<p><!-- CONTENT END 2 -->\n\t<\/div>\n","protected":false},"excerpt":{"rendered":"<p>Joseph Osei-Owusu \u00a0 The First Deputy Speaker of Parliament, Joseph Osei-Owusu, has described the recent happenings in the House as a display of \u201cthe worst part\u201d of Members of Parliament (MPs), lamenting a shift away from the traditional values that have upheld the institution.
