{"id":243203,"date":"2024-11-01T05:00:36","date_gmt":"2024-11-01T05:00:36","guid":{"rendered":"https:\/\/www.ghanamma.com\/2024\/11\/01\/government-eyes-private-sector-partnerships-to-tackle-ecgs-financial-woes\/"},"modified":"2024-11-01T05:00:36","modified_gmt":"2024-11-01T05:00:36","slug":"government-eyes-private-sector-partnerships-to-tackle-ecgs-financial-woes","status":"publish","type":"post","link":"https:\/\/www.ghanamma.com\/2024\/11\/01\/government-eyes-private-sector-partnerships-to-tackle-ecgs-financial-woes\/","title":{"rendered":"Government eyes private sector partnerships to tackle ECG\u2019s financial woes"},"content":{"rendered":"<br><div id=\"article-text\">\n                       \n                        \n<p class=\"wp-block-paragraph\">Government is intensifying its efforts to bring private sector engagement into the operations of the Electricity Company of Ghana (ECG) as part of a major reform to stabilise the sector\u2019s finances and ensure long-term sustainability.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Finance Minister Dr Mohammed Amin Adam highlighted the urgency of these reforms at the recent IMF\/World Bank meetings, pointing out that the annual $1.2 billion deficit in the energy sector \u201cis not acceptable. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;Funds that should be allocated to essential services like healthcare and education are being diverted to cover losses in a sector that should ideally attract market-based solutions.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As part of the financial overhaul, the government is implementing the \u201ccash waterfall\u201d mechanism to ensure ECG\u2019s revenue is fairly distributed across the energy value chain. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Dr Adam stated that restoring investor trust is crucial, noting, \u201cPeople have lost confidence in our ability to manage the energy sector due to financial issues.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The government is also renegotiating power purchase agreements with Independent Power Producers (IPPs) to reduce its debts. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Recent discussions with IPPs like Sunon Asogli, whose 560MW plant shut down over a $259 million payment dispute, show progress but challenges remain. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Dr Adam reassured that the shutdown has not affected the power supply, \u201cIf one plant shuts down and the others continue to operate, it simply means that we have enough to supply our people.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">New agreements with Cenit and AKSA, two of the six IPPs involved in restructuring talks, have already been signed and do not require parliamentary approval, streamlining their operational continuity.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, negotiations with Sunon Asogli have faced setbacks, with the company\u2019s request for an additional $30 million in payment being declined by the government. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWhile we initially agreed to a $30 million one-off payment, Sunon Asogli later demanded another $30 million. This was not part of our settlement terms,\u201d Dr Adam stated.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He was emphatic that no funds will be released until the agreement is signed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Other IPPs like Karpowership are also in talks with the government, though their recent request for an additional $70 million was firmly rejected by Dr Adam, who underscored the government\u2019s commitment to responsible spending.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe have to negotiate and sign before I make any payment.
