{"id":195069,"date":"2024-07-01T05:31:44","date_gmt":"2024-07-01T05:31:44","guid":{"rendered":"https:\/\/www.ghanamma.com\/2024\/07\/01\/relief-for-freehold-landowners-as-ichungwah-pulls-punitive-land-bill\/"},"modified":"2024-07-01T05:31:44","modified_gmt":"2024-07-01T05:31:44","slug":"relief-for-freehold-landowners-as-ichungwah-pulls-punitive-land-bill","status":"publish","type":"post","link":"https:\/\/www.ghanamma.com\/2024\/07\/01\/relief-for-freehold-landowners-as-ichungwah-pulls-punitive-land-bill\/","title":{"rendered":"Relief for Freehold Landowners as Ichung&#8217;wah Pulls Punitive Land Bill"},"content":{"rendered":"<p><\/p>\n<div>\n<p><img fetchpriority=\"high\" decoding=\"async\" class=\"aligncenter size-full wp-image-297853\" alt=\"\" width=\"767\" height=\"456\"  data-lazy- src=\"https:\/\/www.ghanamma.com\/wp-content\/uploads\/2024\/05\/parl-1.jpg\"\/><img fetchpriority=\"high\" decoding=\"async\" class=\"aligncenter size-full wp-image-297853\" src=\"https:\/\/www.ghanamma.com\/wp-content\/uploads\/2024\/05\/parl-1.jpg\" alt=\"\" width=\"767\" height=\"456\"  \/>The government has reportedly withdrawn a radical bill that would have required owners of freehold land within or near urban areas to pay an annual land levy in addition to land rates.<\/p>\n<p>National Assembly Majority Leader Kimani Ichung\u2019wah has written to Speaker Moses Wetang\u2019ula requesting the withdrawal of the Land Laws (Amendment) Bill, 2023.<\/p>\n<p>In a letter dated June 13, Ichung\u2019wah informed the speaker that the withdrawal was due to constitutional and legal issues that arose from the bill.<\/p>\n<p>The Kikuyu MP stated that the executive advised addressing and resolving these issues before further consideration.<\/p>\n<p><em>\u201cHaving consulted with the relevant stakeholders, this confirms that the majority party has withdrawn the bill,\u201d<\/em> reads part of Ichung\u2019wah\u2019s letter.<\/p>\n<p><em>\u201cI request that the House Business Committee be notified of the bill\u2019s withdrawal and that no further consideration of the bill should be undertaken.\u201d<\/em><\/p>\n<p>The Bill, sponsored by Ruiru Member of Parliament Simon King\u2019ara, aimed to amend the 2012 Land Act by inserting a new levy after section 54, requiring owners of freehold land\u2014property owners who have perpetual ownership and can use the land for any purpose\u2014to pay an annual land levy.<\/p>\n<p><em>\u201cThe owner of any freehold land located within the boundaries of any urban area or city shall pay an annual land levy equivalent to the ground rent charged on comparable leasehold land or property of the same size in the same zone.
