{"id":141291,"date":"2024-01-20T11:25:01","date_gmt":"2024-01-20T11:25:01","guid":{"rendered":"https:\/\/www.ghanamma.com\/2024\/01\/20\/cecilia-dapaah-case-must-go-to-the-police-and-eoco-kpebu\/"},"modified":"2024-01-20T11:25:01","modified_gmt":"2024-01-20T11:25:01","slug":"cecilia-dapaah-case-must-go-to-the-police-and-eoco-kpebu","status":"publish","type":"post","link":"https:\/\/www.ghanamma.com\/2024\/01\/20\/cecilia-dapaah-case-must-go-to-the-police-and-eoco-kpebu\/","title":{"rendered":"Cecilia Dapaah case must go to the Police and EOCO \u2013 Kpebu \u2013"},"content":{"rendered":"<p><\/p>\n<div>\n<p><strong>Private legal practitioner,\u00a0Martin Kpebu, has said that cases involving former Minister of\u00a0Sanitation\u00a0and Water Resources Cecilia Abena Dapaah must be handled by the Police and the Economic and Organized Crime Office (EOCO) simultaneously.<\/strong><\/p>\n<p>The<strong>\u00a0Office of the Special Prosecutor<\/strong>\u00a0(OSP) has stated that its investigations so far indicate that the case borders on\u00a0money laundering, which is outside its mandate.<\/p>\n<p>\u201cThe case must now go to the Police and EOCO, they will have to work on it together,\u201d he said on the Key Points on\u00a0TV3\u00a0on Saturday, January 20.<\/p>\n<p>The OPS had said it would, in due course, issue directives regarding the way forward on the<strong>\u00a0Cecilia Dapaah<\/strong>\u00a0case.<\/p>\n<p>\u201cThe\u00a0investigation\u00a0shows that the case is largely in the province of suspected\u00a0money laundering\u00a0and structuring. By operation of\u00a0law, there are other\u00a0law\u00a0enforcement agencies which are reposed with a direct mandate in respect of\u00a0money\u00a0laundering and structuring. On that score, the\u00a0Special Prosecutor\u00a0will issue directives and further action on the matter in due course,\u201d portions of the second half-year report of the OSP dated December 29, 2023 read.<\/p>\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/www.ghanamma.com\/wp-content\/uploads\/2024\/01\/WhatsApp-Image-2024-01-17-at-154557-215x300.jpeg\" alt=\"Cecilia Dapaah case must go to the Police and EOCO - Kpebu'There are other law enforcement agencies with direct mandate in respect of money laundering' - OSP\" class=\"wp-image-346106\" title=\"Cecilia Dapaah case must go to the Police and EOCO Kpebu\"\/><\/figure>\n<p>It would be recalled that in July 2023, the Office commenced<strong>\u00a0investigation<\/strong>\u00a0in respect of suspected corruption and corruption-related offences regarding large amounts of money (mainly in foreign denominations) and other valuable items involving Ms. Cecilia Abena Dapaah, a former\u00a0Minister\u00a0of\u00a0Sanitation\u00a0and Water Resources and her spouse, Mr. Daniel Osei-Kufour.<\/p>\n<p>The investigation was largely aimed at determining the source(s) of the large cash sums. The Office took several steps including freezing Ms. Dapaah\u2019s\u00a0bank\u00a0accounts and investments and seizing large sums from the residence of Ms. Dapaah and her spouse.<\/p>\n<p>Upon the refusal by the High<strong>\u00a0Court\u00a0<\/strong>to confirm the freezing and seizure orders, the Office re-seized the cash sums and re-froze the\u00a0bank\u00a0accounts and investments and applied to the court again for confirmation in FT0074\/2023 The<strong>\u00a0Special Prosecutor<\/strong>\u00a0v. Cecilia Abena Dapaah &amp; Daniel Osei-Kufour.<\/p>\n<p>From October 2023, the investigation became cross-border and transboundary upon the claim by the persons of interest that part of the seized cash sums was transported into the jurisdiction from the United States.<\/p>\n<p>For that reason, the Federal Bureau of Investigation (FBI) of the United States became involved in a collaborative investigative work with the OSP on the matter.
