Private legal Practitioner, Lawyer Martin Kpebu has said Parliamentary Business could not hold simply because, the NPP did not have its members available to help in the Parliamentary procedures.
According to him, some of the members were away campaigning within their constituencies and had little knowledge of caucus meeting before Parliament began.
