{"id":59770,"date":"2023-04-20T15:26:48","date_gmt":"2023-04-20T15:26:48","guid":{"rendered":"https:\/\/www.ghanamma.com\/2023\/04\/20\/allow-private-sector-to-tor-if-you-cant-manage-it-aceps-boakye-blasts-govt\/"},"modified":"2023-04-20T15:26:48","modified_gmt":"2023-04-20T15:26:48","slug":"allow-private-sector-to-tor-if-you-cant-manage-it-aceps-boakye-blasts-govt","status":"publish","type":"post","link":"https:\/\/www.ghanamma.com\/2023\/04\/20\/allow-private-sector-to-tor-if-you-cant-manage-it-aceps-boakye-blasts-govt\/","title":{"rendered":"Allow private sector to TOR if you can&#8217;t manage it &#8211; ACEP&#8217;s Boakye blasts gov&#8217;t"},"content":{"rendered":"<p><\/p>\n<div>\n<div class=\"td-post-featured-image\"><img loading=\"lazy\" decoding=\"async\" width=\"600\" height=\"375\"  alt=\"\" title=\"torfinal\" src=\"https:\/\/www.ghanamma.com\/wp-content\/uploads\/2023\/04\/torfinal.jpg\" data- class=\"entry-thumb lazyload\"\/><noscript><img loading=\"lazy\" decoding=\"async\" width=\"600\" height=\"375\" class=\"entry-thumb\" src=\"https:\/\/www.ghanamma.com\/wp-content\/uploads\/2023\/04\/torfinal.jpg\"   alt=\"\" title=\"torfinal\"\/><\/noscript><\/div>\n<p><strong>Executive Director of the African Center for Energy Policy (ACEP) Benjamin Boakye has taken a swipe at government for mismanaging the Tema Oil Refinery (TOR).<\/strong><\/p>\n<p>To him, TOR needs to be divested since it appears government has failed in managing it.<\/p>\n<p>\u201cThe fundamental problem of TOR is management,\u201d he stressed on\u00a0<em>Midday Live\u00a0<\/em>on\u00a0<strong>TV3\u00a0<\/strong>on Thursday, April 20.<\/p>\n<p>\u201cAcross the timeline it\u2019s been poorly managed by poorly selected political entities who go there to make money for themselves.\u201d<\/p>\n<p>This comes after the Minister of Energy, Dr Matthew Opoku Prempeh, indicated that the Refinery cannot continue to benefit from government subvention.<\/p>\n<p>He said it will be burdensome on government to continue to invest in TOR.<\/p>\n<p>The Manhyia South Member of Parliament told journalists on Wednesday, April 19 that there is a $500 million debt at TOR.<\/p>\n<p>\u201cAnd go and look at how the debt was accumulated. People bring their crude to refine and then, losses.<\/p>\n<p>He said even an opportunity he gave the Refinery to control premix fuel delivery from Ghana National Gas Company (GNGS) was missed by TOR.<\/p>\n<p>But Mr Boakye said the problem at TOR has to do with the appointments to the leadership positions at the facility.<\/p>\n<p>\u201cThey go there, do what they can do for themselves and the state will cover up,\u201d he said about managers appointed to TOR, making a case for distinguished workers who are among the over 800 workers at the facility.<\/p>\n<p>He said those workers can manage he facility well if a serious person leads them.<\/p>\n<p>\u201cIf we don\u2019t want TOR to function as a commercial enterprise to benefit the people, then we let it go\u201d<\/p>\n<p>For him, he said the private sector must be brought in \u201cso that there can be a proper commercial enterprise that generate revenue and not debt\u201d.<\/p>\n<p>Other than that, he pointed out, Ghanaians will continue to pay the TOR Recovery Levy, which has been in place for more than 15 years now.<\/p>\n<p><a class=\"twitter-follow-button\" href=\"https:\/\/twitter.com\/kwame_amoh?ref_src=twsrc%5Etfw\" data-show-count=\"false\">Follow @kwame_amoh<\/a><\/p>\n<\/div>\n<p><script async src=\"\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Executive Director of the African Center for Energy Policy (ACEP) Benjamin Boakye has taken a swipe at government for mismanaging the Tema Oil Refinery (TOR).
