Having commenced the review of the 2024 appropriation bill presented by President Bola Ahmed Tinubu, the House of Representatives have discovered some Ministries, Departments and Agencies (MDAs) have \u201cover-bloated\u201d personnel cost.<\/p>\n
Recall that on Wednesday, Tinubu presented the N27 trillion 2024 proposed budget to the National Assembly, projecting that the economy would grow by 3.76 percent.<\/p>\n
Tinubu asked the lawmakers to give the budget an accelerated consideration and ensure that the appropriation bill is passed before January 2024.<\/p>\n
Julius Ihonvbere, Majority Leader of the House, leading the debate during the plenary session on Thursday, said the budget is designed to address some strategic areas economy, including defence and security.<\/p>\n
The House Leader expressed satisfaction that a major part of the budget would be allocated to security.<\/p>\n
The legislator said that he has been unable to visit his constituency due to the prevailing insecurity across the country.<\/p>\n
According to Ihonvbere, the proposed amount for security \u201cis not an accident.\u201d<\/p>\n
\u201cOnce security is properly tackled, the economy will grow,\u201d he said.<\/p>\n
Sada Soli, lawmaker from Katsina said the budget is unique, because it involves the President\u2019s proposal to collaborate with states.<\/p>\n
\u201cFor the first time, I am hearing in the budget speech that the president is mentioning collaboration with subnationals,\u201d he said.<\/p>\n
According to him, such a collaboration would encourage states to adjust their budget in tune with the federal budget.<\/p>\n
Sada commended Tinubu\u2019s commitment to addressing revenue leakages, noting that \u201cwithout addressing these gaps,\u201d the government\u2019s efforts may not yield the desired results.<\/p>\n
\u201cIf leakages are not blocked, forget about profits,\u201d he said.<\/p>\n
He also asked his colleagues to tighten their oversight duties on the personnel cost of ministries, departments and agencies to block over-bloated proposals.<\/p>\n
\u201cLet the committee chairs look at the issue of personnel cost because they are over-bloated.<\/p>\n

He also said the parliament needs to pay attention to the procurement process because it is \u201ctoo cumbersome\u201d.<\/p>\n
The lawmaker called on the Federal Government to \u201cclean up\u201d the Integrated Personnel and Payroll Information System (IPPIS).<\/p>\n
In his contribution, Ahmed Jaha, a lawmaker from Borno said the proposals in the budget show that the government is \u201cserious about developmental projects.\u201d<\/p>\n
\u201cBy providing a substantial amount of money or a reasonable figure for capital projects shows that the government is serious about embarking on a series of developmental projects,\u201d Jaha said.<\/p>\n
He also commended the Federal Government\u2019s \u201cintention\u201d to diversify the economy into \u201cunexploited opportunities and resources,\u201d saying the decision would address unemployment.<\/p>\n
\u201cAs we are all aware, of all evils, unemployment is the worst because an idle mind is the devil\u2019s workshop.<\/p>\n
\u201cBy diversifying the economy, definitely there is going to be a development of our population which by extension will give our people a sense of belonging,\u201d Jaha said.<\/p>\n
The lawmaker stressed that prioritising security in the budget is crucial noting that no development can occur without it.<\/p>\n
On his part, Bello Kumo, Chief Whip of the House, said budget consideration should be given the \u201cfastest approach\u201d so that the executive can begin the implementation.<\/p>\n
Yusuf Gagdi, from Plateau, said Tinubu\u2019s campaign promises are contained in the budget document, adding that the appropriation bill \u201cseeks to practically\u201d tackle the nation\u2019s challenges.<\/p>\n
\u201cPresident is ready for business. Our own is to provide robust oversight engagement.<\/p>\n
\u201cBy providing robust overnight to ensure that we support Tinubu to deliver the dividends of good governance, otherwise the expectations of Tinubu will not be satisfied.<\/p>\n
