The president of the republic of Kenya William Samoei Ruto has been under pressure to fulfil his pre-election pledges amid limited resources in the country’s coffers.
The limited resources have forced him to renege on some of the promises he made to the electorate ahead of the august 9 presidential election.
Some of the casualties following Ruto’s move are teachers who had been been promised a lot of goodies.
First, while unveiling his manifesto last Year, Ruto promised to employ 58000 teachers. However he ended up employing only slightly over 30000 teachers to teach in junior secondary schools.
The move has caused a crisis in JSS as many of the Learners in public schools are yet to start learning due to teachers shortage.
Secondly, Ruto had Pledged to fund the refresher courses for teachers whereby they are supposed to pay KSH 6000.
Nevertheless, revelations by the TSC CEO Dr Nancy macharia show that the Kenya kwanza administration hasn’t factored in the expenses for TPD in this financial year.
Speaking before the Parliamentary committee of education on consideration for 2023 budget statement, macharia said that although the commission had asked for KSH 2.1 billion for the refresher courses, Treasury hasn’t allocated the money.
“The commission presented a requirement of KSH 2.1 billion to fund the program but it’s yet to be allocated the same”, said macharia.
She said that the commission has only been allocated KSH 322.7 for the financial year 2023/2024 out of which KSH 321.6 will go to recurrent expenditure while KSH 1.2 billion will go to development.
