The governing New Patriotic Party (NPP) started manipulating election figures in 2008, former Health Minister, Alex Segbefia has alleged.<\/p>\n According to him, the 2020 defeat of the National Democratic Congress (NDC) at the general election was the culmination of the NPP\u2019s years of election results manipulation.<\/p>\n Speaking to Kofi Oppong Asamoah on Class91.3FM\u2019s Class Morning Show on Monday, 31 January 2022, the former Deputy Campaign Manager of the NDC in the 2020 polls, said: \u201cIn some ways, [the 2008 elections] was akin to what happened in 2020\u201d.<\/p>\n \u201cYou sit back and you look at what you have and know what\u2019s up and you know you\u2019ve won the election but how do you translate it into the figures that are coming because you\u2019re not the referee and you have to be sure?\u201d he observed.<\/p>\n \u201cSo, what happened in 2008 was a manifestation of or the beginning of blatant changing of figures \u2013 If I can put it that way\u201d, he told the host.<\/p>\n Explaining what he meant, Mr. Segbefia recalled: \u201cWe were in the Strong Room and the practice at that time was simple: every constituency faxed us, or from the region; it went to the regions first, the regional offices and they faxed us results from each constituency and then we would be given a copy of it and then we log it into our computers and when we had all agreed it was fine, it was then sent to Afari Gyan [EC Chair at the time], who would check it and then sign it. Once he signs it, that was the official result\u201d.<\/p>\n He continued: \u201cWe signed about five sheets that belonged to the Ashanti Region and then later on in the day, another set of sheets came for the very same constituencies that we had already signed off.<\/p>\n \u201cAnd, we said: \u2018Look, what\u2019s going on? We\u2019ve already signed these off\u2019. They said: \u2018No\u2019. So, we went to Afari Gyan and Afari Gyan said: \u2018I haven\u2019t got those sheets; I don\u2019t have them. So, what had happened was: between the transportation of the sheets from the [Strong] Room to Afari Gyan, somebody had intercepted it and stopped those sheets from arriving,\u201d he noted.<\/p>\n \u201cSo, all of a sudden, places which were about 40,000 were now 100,000 in the Ashanti Region. So, we were just about to lose an election knowing fully well that the figures were not correct,\u201d he added.<\/p>\n \u201cSo, we, immediately, went to Ashanti and said: \u2018These particular [constituencies], send us all your pink sheets while we argued about it \u2013and in each constituency, we got about 90 to 95 percent of the sheets.<\/p>\n \u201cSo, when we came back \u2026 Afari Gyan was quite clear: he said: \u2018Look, I must take what I get. And you are talking of a sheet which I\u2019ve never seen, so, I am going with these old figures\u2019. And we said, \u2018OK, these are your pink sheets from your agents given to us and this is what we say, add all of them as you have them and then the 5 percent of the 10, 15 branches that you don\u2019t have, give it all to the NPP\u2019\u201d.<\/p>\n \u201cBy the time, he [Afari Gyan] said: \u2018Well, these are my sheets, I\u2019ll take them\u2019. And it is clear that the 100,000 is wrong because, by the time you added the pink sheets, you were only at about 30,000,\u201d Mr. Segbefia recounted.<\/p>\n He said Dr. Afari Gyan \u201cgave them [New Patriotic Party] all the rest of the [ballots] and then they got to 40,000. So, we used the 40,000 figure.
