The District Assembly Common Fund is a pool of resources created under section 252 of the 1992 Constitution of Ghana. It is a minimum of 5% of the national revenue set aside to be shared among all District Assemblies based on a formula approved by Parliament. The fund which is aimed at channeling resources to the District Assemblies to embark on developmental projects is disbursed quarterly to the various District Assemblies. However, for some time now, the state has not been able to pay the statutory fund to the administrator of the Common Fund for onward distribution to the District Assemblies based on the formula approved by Parliament; this has really affected the activities of the District Assemblies.<\/p>\n
Reacting to this, Honourable Alhassan Basir Fussini, the Member of Parliament for the Sagnarigu Constituency and a ranking member of the Communication Committee in Parliament has disclosed that, the administrator of the fund has been asked by the Minister of Finance to go in for a loan for the District Assemblies. The Sagnarigu legislator made this allegation this morning, Friday, January 14 on the Good Morning Africa Show on Pan Africa TV.<\/p>\n

According to him, the minority caucus in Parliament was taken aback by the directive from Mr. Ken Ofori-Atta since the\u00a0District Assembly Common Fund is a statutory fund that is always deducted by the government from the national budget. In a related development, AB Fussini indicated that the NDC Members of Parliament were not happy about the directive by the Finance Minister Ken Ofori-Atta that the Ghana Education Trust Fund Secretariat should go in for a loan since it is equally a statutory deduction. He, therefore, said the Finance Minister should be brought before the house to answer questions bordering on his directive.<\/p>\n
“Minister of Finance has actually asked the GETFund to go and borrow money. And you see the illegal thing, that’s why Parliament we called the Finance Minister and he ran away, we going to review it when we get back to Parliament. The Finance Minister is going to answer because these are statutory deductions, so anytime government revenue\u00a0is made 5% is deducted, so where is the money that is deducted? And now he is instructing the District Assembly Common Fund Secretariat to go and borrow money, from where can they borrow money when their monies are supposed to be lying in your custody?”\u00a0He said.<\/p>\n
