It seems like the Nana Addo Dankwa Akufo-Addo led government is confused on what to do regarding the implementation or otherwise of the benchmark value policy at the country’s port, as a presidential directive has pulled the brakes on its reversal.<\/strong><\/p>\n The decision, according to reports is for the government to embark on wider stakeholder consultation.<\/p>\n The government in 2019 introduced the benchmark policy in accordance with the World Customs Organisation’s policy of regular review of valuation database. Under this policy, certain commodities are benchmarked to the prevailing world prices as a risk management tool, to reflect the true market dynamics of these commodities. It also takes into consideration factors such as protection of health, the environment, and security as well as protection of local industries.<\/p>\n Later, the policy was withdrawn, and according to the Vice President, there will be a guaranteed import inflow of import, which will compensate for the resultant loss of revenue die to the removal of the benchmark value.\u00a0<\/p>\n In the controversial 2022 budget that was just read, however, government proposed to bring back the benchmark value again. This was fiercely opposed by the minority and the Ghana Traders Association (GUTA).\u00a0<\/p>\n After passing the budget, and maintaining to removal the benchmark value on about 42 items, the government is again holding on through the current presidential directive.<\/p>\n What is really going on?
