{"id":1244984,"date":"2022-11-06T01:13:58","date_gmt":"2022-11-06T01:13:58","guid":{"rendered":"https:\/\/www.ghanamma.com\/2022\/11\/06\/putin-signs-law-mobilizing-troops-with-criminal-records\/"},"modified":"2022-11-06T01:13:58","modified_gmt":"2022-11-06T01:13:58","slug":"putin-signs-law-mobilizing-troops-with-criminal-records","status":"publish","type":"post","link":"https:\/\/www.ghanamma.com\/2022\/11\/06\/putin-signs-law-mobilizing-troops-with-criminal-records\/","title":{"rendered":"Putin signs law mobilizing troops with criminal records"},"content":{"rendered":"<p><\/p>\n<div>\n<p><span class=\"story_dl\">Nov. 5 (UPI) \u2014<\/span> Russian President Vladimir Putin on Friday signed a law to conscript Russian citizens with criminal records into the military as the country mobilizes troops amid the war in Ukraine.<\/p>\n<p>The Kremlin said in a statement that the law will now require most people who have unexpunged criminal convictions as well as those with outstanding criminal cases will be eligible for conscription.\n<\/p>\n<p>Certain crimes will not be eligible for conscription, including those convicted of sexual crimes against children, crimes related to terrorism, the illegal handling of nuclear material, high treason and espionage.<\/p>\n<p>The new law will make it possible for Russia to mobilize hundreds of thousands of troops.\n<\/p>\n<p>Putin said in a speech Friday that 318,000 men had joined to fight in Ukraine since he announced a mobilization in the country in September, according to Radio Free Europe.<\/p>\n<p>\u201cAs far as I know, 49,000 of those mobilized are already carrying out combat tasks, while the others are undergoing training,\u201d Putin said.<\/p>\n<p>The partial mobilization comes as Russia has faced months of setbacks in their invasion of Ukraine.\n<\/p>\n<p>In September, Putin signed a series of laws cracking down on military dissent and providing incentives for those who volunteer or are conscripted to serve amid his grinding war.\n<\/p>\n<p>Russia strengthened the criminal liability for soldiers who commit \u201ccrimes against military service\u201d include failing to follow orders and desertion during the \u201cperiod of mobilization or martial law\u201d or in wartime conditions.<\/p>\n<p>Soldiers who commit such crimes can now 10 years in prison while those who commit \u201cespecially grave crimes\u201d can have their imprisonment replaced with \u201cforced labor or another milder form of punishment\u201d after two-thirds of their prison sentence has been served.\n<\/p>\n<p>Ukrainian President Volodmyr Zelensky has repeatedly urged Russians to resist conscription or surrender to Ukrainian forces if they are not able to do so.<\/p>\n<p>\u201cNo one in Russia will know that your surrender was voluntary,\u201d Zelensky said in September.<\/p>\n<p>\u201cIf you are afraid to return to Russia and do not want an exchange, we will find a way to ensure this as well.\u201d<\/p>\n<p><a href=\"https:\/\/www.upi.com\/Top_News\/World-News\/2022\/11\/05\/putin-signs-law-mobilizing-troops-criminal-records-ukraine\/4951667696381\/\">Source<\/a> <\/p>\n<\/div>\n","protected":false},"excerpt":{"rendered":"<p>Nov. 5 (UPI) \u2014 Russian President Vladimir Putin on Friday signed a law to conscript Russian citizens with criminal records into the military as the country mobilizes troops amid the war in Ukraine.
