{"id":1220339,"date":"2022-10-10T13:11:28","date_gmt":"2022-10-10T13:11:28","guid":{"rendered":"https:\/\/www.ghanamma.com\/2022\/10\/10\/government-creating-false-impression-to-imf-that-we-dont-need-debt-restructuring-mensah-thompson\/"},"modified":"2022-10-10T13:11:28","modified_gmt":"2022-10-10T13:11:28","slug":"government-creating-false-impression-to-imf-that-we-dont-need-debt-restructuring-mensah-thompson","status":"publish","type":"post","link":"https:\/\/www.ghanamma.com\/2022\/10\/10\/government-creating-false-impression-to-imf-that-we-dont-need-debt-restructuring-mensah-thompson\/","title":{"rendered":"Government creating false impression to IMF that we don\u2019t need debt restructuring \u2013 Mensah Thompson"},"content":{"rendered":"<p><\/p>\n<div id=\"article-text\">\n<p>The Executive Director of the Alliance for Social Equity and Public Accountability (ASEPA) has said the government is engaging in financial misreporting in its negotiations with the International Monetary Fund (IMF).<\/p>\n<p>Mr. Mensah Thompson says officials of government in their recent talks with the IMF team bloated the third quarter Gross Domestic Product (GDP) figure, which gives a false impression that the country is not debt distressed.<\/p>\n<p>He noted that the increase in the figure would lead to a lower debt to GDP ratio, giving the impression that Ghana\u2019s debt is sustainable \u201cwhen in fact we all know it\u2019s not.\u201d<\/p>\n<figure class=\"wp-block-embed is-type-wp-embed is-provider-myjoyonline-com wp-block-embed-myjoyonline-com\"\/>\n<p>In a Facebook post on Monday, October 10, Mr. Thompson said, \u201cAt that engagement, government provided to the IMF a GDP figure of \u00a2590 billion when its projected GDP for the end of year 2022 was actually \u00a2509 billion.\u201d<\/p>\n<p><iframe loading=\"lazy\" src=\"https:\/\/www.facebook.com\/plugins\/post.php?href=https%3A%2F%2Fwww.facebook.com%2Fmanuel.thompson1%2Fposts%2Fpfbid02QSasLW2ZG1tRyEqBYtQZKJeRmNwjc6sghWnopxvPRQj3F2AubKZgJNV4Y9cjzysUl&#038;show_text=true&#038;width=500\" width=\"500\" height=\"495\" style=\"border:none;overflow:hidden\" scrolling=\"no\" frameborder=\"0\" allowfullscreen=\"true\" allow=\"autoplay; clipboard-write; encrypted-media; picture-in-picture; web-share\"><\/iframe><\/p>\n<p>\u201cWe don\u2019t know what the \u00a281 billion or 15% increase in GDP value is attributed to considering the economic challenges we have encountered this year. Again, your end of year projection in the 2022 budget is \u00a2509 billion; how did government come by \u00a2590 billion at the beginning of the third quarter?\u201d he asked.<\/p>\n<figure class=\"wp-block-image size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"1005\" height=\"555\" src=\"http:\/\/www.ghanamma.com\/wp-content\/uploads\/2022\/10\/Government-IMF.jpg\" alt=\"Government creating false impression to IMF that we don\u2019t need debt restructuring \u2013 Mensah Thompson\" class=\"wp-image-10032185052 lazy\"  data- title=\"Government creating false impression to IMF that we don\u2019t need debt restructuring \u2013 Mensah Thompson\"\/><figcaption>Mensah Thompson says this report to the IMF is bloated and give wrong impressions about the country\u2019s debt situation<\/figcaption><\/figure>\n<p>With the current GDP value of \u00a2590 billion, Mr. Thompson stated that the debt to GDP ratio will be 68% when \u201cactually our debt to GDP is over 90%.\u201d<\/p>\n<p>Again, the GDP value of \u00a2590 billion as presented to the IMF would be used to calculate the revenue to GDP ratio. This brings the revenue to GDP ratio to 14%,\u201d Mr. Thompson added.<\/p>\n<figure class=\"wp-block-embed is-type-wp-embed is-provider-myjoyonline-com wp-block-embed-myjoyonline-com\"\/>\n<p>\u201cNow this 14% would be used to back a false narrative to the IMF that the problem Ghana is facing is not corruption, reckless and wasteful expenditures but revenue generation and that it is Ghanaians who are not paying taxes.
