letter-spacing: -0.5px;font-size: 18px;\">\n<p>                        <!--p class=\"ky_saved_articles_link\"><span class=\"ky_saved_articles_hide\"><img decoding=\"async\" src=\"\" class=\"ky_saved_articles_img\" alt=\"Special Prosecutor launches full investigation into issuance of customs rulings, benchmark values\" title=\"Special Prosecutor launches full investigation into issuance of customs rulings, benchmark values\"><\/span> Bookmark<\/p-->\n<p>The Office of the Special Prosecutor (OSP) is about to launch a full-blown investigation into all rulings and benchmark values applied by the Customs Division of the Ghana Revenue Authority (GRA) dating back to 2017.<\/p>\n<p>Special Prosecutor, Kissi Agyebeng, has directed the Commissioner of Customs, Col Kwadwo Damoah (Rtd), to submit all documents pertaining to transactions between July 2017 and December 2021.<\/p>\n<p>This comes after developments that followed the OSP\u2019s findings of alleged corrupt activities involving Labianca Group of Companies and the Customs Division.<\/p>\n<figure class=\"wp-block-embed is-type-video is-provider-youtube wp-block-embed-youtube wp-embed-aspect-16-9 wp-has-aspect-ratio\">\n<p><div class=\"youtube-embed\" data-video_id=\"WCBCZqbktd8\"><iframe loading=\"lazy\" title=\"Don\u2019t hide behind people for your failures and deal with me \u2013 Commissioner of Customs to S.P.\" width=\"696\" height=\"392\" src=\"https:\/\/www.youtube.com\/embed\/WCBCZqbktd8?feature=oembed&#038;enablejsapi=1\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture\" allowfullscreen><\/iframe><\/div>\n<\/p>\n<\/figure>\n<p>The said report concluded that the owner of the , Eunice Jacqueline Buah Asomah-Hinneh, had taken advantage of her position as a Board member of the Ghana Ports and Habours Authority (GPHA) at the time to get favours.<\/p>\n<p>The Special Prosecutor recovered an amount of \u00a21.074 million from the  whose owner doubles as a member of the Council of State.<\/p>\n<figure class=\"wp-block-image size-large\"><img decoding=\"async\" loading=\"lazy\" width=\"741\" height=\"1024\" src=\"http:\/\/www.ghanamma.com\/wp-content\/uploads\/2022\/08\/WhatsApp-Image-2022-08-15-at-12.34.44-PM-741x1024.jpeg\" alt=\"Special Prosecutor launches full investigation into issuance of customs rulings, benchmark values\" class=\"wp-image-10032152475\"   title=\"Special Prosecutor launches full investigation into issuance of customs rulings, benchmark values\"\/><\/figure>\n<p>A Deputy Commissioner of Customs in charge of Operations, Joseph Adu Kyei was also cited by the OSP for issuing what it described as an unlawful customs advance ruling.<\/p>\n<p>But the Commissioner of Customs took exception to this position and has accused Mr Agyebeng of attempting to tarnish his image.<\/p>\n<figure class=\"wp-block-embed is-type-wp-embed is-provider-myjoyonline-com wp-block-embed-myjoyonline-com\"\/>\n<p>He further dared the Office to follow up on his intent to extend the investigation back to 2017.<\/p>\n<p>Days after the resistance, the Special Prosecutor appears to have taken him up on that and is taking the probe a step further.<\/p>\n<p>A statement from the OSP indicates that \u201con 11 August 2022, I directed the Commissioner of the Customs Division to submit to the Office of the Special Prosecutor, on or before 30 September 2022.\u201d<\/p>\n<p><iframe loading=\"lazy\" src=\"https:\/\/drive.google.com\/file\/d\/1-5VU1QcmYXVFgC6MS7o7DTnEjo5gUn9-\/preview\" allow=\"autoplay\" width=\"640\" height=\"480\"><\/iframe><\/p>\n<p>This includes \u201cthe particulars of all applications for customs advance ruling, applications for markdown of benchmark values, applications for private rulings and class rulings pertaining to the application of customs law and the decision on each of the applications within the indicated period.\u201d<\/p>\n<p>The OSP has also directed the GRA to submit an Integrity Plan designed with the aim of preventing the<br \/>corruption of the exercise of discretion by officials of the Customs Division.<\/p>\n<figure class=\"wp-block-embed is-type-wp-embed is-provider-myjoyonline-com wp-block-embed-myjoyonline-com\"\/>\n<p>\u201c\u2026especially in respect of the rendering of rulings, to assure the effective operation of the Customs<br \/>Act, 2015 (Act 891) and the Revenue Administration Act, 2016 (Act 915), on or before 31 December 2022,\u201d the statement added.<\/p>\n<p><strong>GRA dissociates itself from Col. Damoah\u2019s comments<\/strong><\/p>\n<p>On Sunday, the GRA distanced itself from the comments made by the Commissioner of Customs concerning the OSP\u2019s findings.<\/p>\n<p>But the Commissioner General of GRA, Rev Ammishaddai Owusu-Amoah does not want any of Col. Damoah\u2019s comments associated with the outfit\u2019s official position.<\/p>\n<p>\u201cThe Authority would like to state for the record that it accords the Office of the Special Prosecutor (OSP) the respect and the dignity that the OSP carries,\u201d he said in a press release on Sunday night.<\/p>\n<p>Per his assessment, the comments by the Commissioner of Customs \u201cwere made in his personal capacity and do not convey the opinion of the Board and Management of GRA.\u201d<\/p>\n<p>The statement further pledged to GRA\u2019s readiness to assess the OSP\u2019s report and develop measures to seal loopholes that are found to be impeding revenue mobilisation at the ports.<\/p>\n<p>\u201cGRA continually looks for every opportunity to improve on revenue as well as block any leakage,\u201d he added.<\/p>\n<p>                <!-- Post Tags --><\/p><\/div>\n","protected":false},"excerpt":{"rendered":"<p>The Office of the Special Prosecutor (OSP) is about to launch a full-blown investigation into all rulings and benchmark values applied by the Customs Division of the Ghana Revenue Authority (GRA) dating back to 2017.
