{"id":1149067,"date":"2022-07-14T13:27:25","date_gmt":"2022-07-14T13:27:25","guid":{"rendered":"https:\/\/www.ghanamma.com\/2022\/07\/14\/clerk-must-inform-ec-that-adwoa-safos-seat-is-vacant-privileges-committee\/"},"modified":"2022-07-14T13:27:25","modified_gmt":"2022-07-14T13:27:25","slug":"clerk-must-inform-ec-that-adwoa-safos-seat-is-vacant-privileges-committee","status":"publish","type":"post","link":"https:\/\/www.ghanamma.com\/2022\/07\/14\/clerk-must-inform-ec-that-adwoa-safos-seat-is-vacant-privileges-committee\/","title":{"rendered":"Clerk must inform EC that Adwoa Safo\u2019s seat is vacant \u2013 Privileges Committee"},"content":{"rendered":"<p><\/p>\n<div>\n<div class=\"td-post-featured-image\">\n<figure><img loading=\"lazy\" decoding=\"async\" width=\"640\" height=\"468\" class=\"entry-thumb\" src=\"https:\/\/www.ghanamma.com\/wp-content\/uploads\/2022\/05\/4039966315082_8995989518602.jpg\"   alt=\"Sarah Adwoa Safo\" title=\"Sarah Adwoa Safo\"\/><figcaption class=\"wp-caption-text\"> Sarah Adwoa Safo<\/figcaption><\/figure>\n<\/div>\n<p>Chairman of Parliament\u2019s Privileges Committee, Joseph Osei-Owusu, says the Clerk of Parliament is required to inform the Electoral Commission (EC) that the Dome Kwabenya constituency seat is vacant.<\/p>\n<p>This, Mr Osei-Owusu says, is the conclusion reached by the Committee after it held hearings on legislators who had absented themselves from Parliament for more than 15 consecutive sittings.<\/p>\n<p>He made this known to <strong>JoyNews<\/strong>\u2019 Emefa Apawu on Thursday, July 14.<\/p>\n<p>Article 97 of Ghana\u2019s constitution indicates that a Member of Parliament shall vacate his seat if he is absent without the permission of the Speaker and he is unable to offer a reasonable explanation to the Parliamentary Committee on Privileges for 15 sittings.<\/p>\n<p><!-- \/22191989129,1002554\/MGL\/mgl_ado_atunwa_300x250 --><\/p>\n<p><strong><em>TENURE OF OFFICE OF MEMBERS<\/em><\/strong><\/p>\n<p><em>1.\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 A Member of Parliament shall vacate his seat in Parliament.<\/em><\/p>\n<p><em>c. if he is absent, without the permission in writing of the Speaker and he is unable to offer a reasonable explanation to the Parliamentary Committee on Privileges from fifteen sittings of a meeting of Parliament during any period that Parliament has been summoned to meet and continues to meet.<\/em><\/p>\n<p>The Bekwai MP explains this provision kicked in the moment the MP failed to show up and explain her absence during the Committee\u2019s hearing.<\/p>\n<p>\u201cIn accordance with the law, it is for the clerk to inform the EC that a vacancy has occurred, that is what the constitution says, that is what our report reflects,\u201d he said.<\/p>\n<p>He explained that the committee used every means to inform her of the need to show up and explain her absence.
