{"id":1130952,"date":"2022-06-22T14:18:33","date_gmt":"2022-06-22T14:18:33","guid":{"rendered":"https:\/\/www.ghanamma.com\/2022\/06\/22\/akosua-manu-tackles-ablakwa-on-natl-cathedral-propaganda\/"},"modified":"2022-06-22T14:18:33","modified_gmt":"2022-06-22T14:18:33","slug":"akosua-manu-tackles-ablakwa-on-natl-cathedral-propaganda","status":"publish","type":"post","link":"https:\/\/www.ghanamma.com\/2022\/06\/22\/akosua-manu-tackles-ablakwa-on-natl-cathedral-propaganda\/","title":{"rendered":"Akosua Manu Tackles Ablakwa On Nat\u2019l Cathedral &#8216;Propaganda&#8217;"},"content":{"rendered":"<p><\/p>\n<div>\n<p><strong>Samuel Okudzeto Ablakwa<\/strong><\/p>\n<p>The Deputy Chief Executive Officer of the National Youth Authority (NYA) Akosua Manu has implored the Member of Parliament ((MP) for North Tongu in the Volta Region, Samuel Okudzeto Ablakwa to stop achoring his augment on the National Cathedral base on propaganda.<\/p>\n<p>According to her, the MP\u2019s desperation to score political point is making him to throw any and everything against the construction of the Cathedral.<\/p>\n<p>Giving an example, she cited the issue of the incorporation of the Cathedral as a Private Company Limited by Guarantee which Mr Ablakwa has sought to paint the picture as though the cathedral by virtue of its incorporation as \u2018private \u2019 belongs to the individuals listed on the incorporation documents to the detriment of the Republic.<\/p>\n<p>\u201cAs you may be aware, churches and other religious institutions which are non-profit making and non-taxable entities are required by law to be registered as Companies limited by guarantee.<\/p>\n<p>\u201cThe National Cathedral which has an object of, amongst others, operating an interdenominational church for national purposes, ought to have been registered as such.,\u201d she said in a Facebook post on Tuesday June 21.<\/p>\n<p>Her comments come on the heels of accusation Mr Ablakwa made against the Minister of Justice and Attorney General, Godferd Dame of conflict of interest regarding the national cathedral project.<\/p>\n<p>Mr Ablakwa claimed that his checks have revealed that Mr Dame was the secretary to the private  that was awarded the contract for the project at the time he was also the Deputy Attorney General.<\/p>\n<p>He said \u201cThis private entity, the secretary to the  is Godfred Dame the Attorney General. Remember that this incorporation was done on the 18th of July 2019 at a time Godfred Dame was Deputy Attorney General. You cannot say that this is a position for the Attorney General.<\/p>\n<p>\u201cIn any case, this is registered as a private entity, not a state-owned entity. It is his name, not the position, not the office, 2019 when he was the deputy.<\/p>\n<p>\u201cGuess what,\u201d he added \u201cin 2019, Godfred Dame was a member of the PPA Board and our further digging reveals that he did not recuse himself and David Adjaye was being awarded all of this colossal sum of money in the name of sole-sourced contracts.<\/p>\n<p>\u201cWhen you read the Public Procurement Authority (PPA) letter that we revealed yesterday, signed by the disgraced ABA Agyei (Former PPA CEO) who is being prosecuted now by the Special Prosecutor, you will realize that in that letter, they make the most outrageous, the most outlandish justification for granting Sir David Adjaye (architect of Nat\u2019l Cathedral ) this sole-sourced contract.<\/p>\n<p>\u201cIf you read that letter carefully, they say that they are granting David Adjaye the sole-sourced contract by virtue of the Public Procurement Act 2003 Act 663 Section 72(5b).\u201d<\/p>\n<p>Responding to him, Akosua Manu said \u201cI have had to put my hard facts cap on to address Hon Okudzeto Ablakwa.<\/p>\n<p>\u201cThis desperation to throw any and everything against the construction of the National Cathedral, is what has occasioned this post. A clear understanding of the provisions of the Companies Act, 2019 (Act 992), an Act you helped enact would show that no crime was committed with naming the Attorney General as the Secretary to the , having the  incorporated as a private  and having the esteemed men of God listed as Directors and members of the .<\/p>\n<p>\u201cOn the issue of the incorporation of the Cathedral as a Private Company Limited by Guarantee, you and many others have sought to paint the picture as though the cathedral by virtue of its incorporation as \u2018private \u2019 belongs to the individuals listed on the incorporation documents to the detriment of the Republic.<\/p>\n<p>\u201cAs you may be aware, churches and other religious institutions which are non-profit making and non-taxable entities are required by law to be registered as Companies limited by guarantee. You ought to know that a PUBLIC  under Act 992 does not belong to the general public to be held in trust by the Government. For the avoidance of doubt, a Public Company is one which has a membership of more than fifty, does not restrict the right of members to transfer shares (if any), does not prohibit the  from offering shares to the public for acquisition.<\/p>\n<p>\u201cConcerning a non-profit , the public nature of the  relates only to the number of members. If 51 men of God had been added to the incorporation process, the project would have been a \u2018public\u2019 . On the naming of the then Deputy-AG as Secretary to the Company, the allegation of wrongdoing couldn\u2019t be farther from the truth. Governments incorporate companies for different purposes all the time. The role of the Company Secretary includes advising the Board of Directors or the Governing Council on their duties and providing them with nuances and perspectives on the rules applicable to the Company. Who better than the Deputy A-G who is a senior advisor to the Government on legal matters to be named Secretary to a project managed by Government?<\/p>\n<p>\u201cWell meaning Ghanaians have raised valid questions about the times we are in and the Cathedral project. Your attempt to score political points with half truths and outright fabrications only goes to stoke religious tension and mars the work of noble members of the Clergy.<\/p>\n<p>\u201cIt cannot be the case that if we want to raise genuine concerns, we should at all cost anchor our arguments on propaganda.
