Lawyer and KPMG Professor in Accounting at the Fisher School of Accounting, University of Florida Stephen Kwaku Asare widely known as Kwaku Azar has asserted that, countries are right in seeking best talents from anywhere in the world. However, he believes that is time for Ghana too to do their part in distinguishing dual citizenship and dual allegiance.
In a post shared on his official Facebook page on Sunday, 8th May 2022, he wrote;
“Countries are right in seeking the best talents from anywhere in the world.Â
Thus, the UKfuo are on the right track with their new high potential individual (HPI) visa, which allows qualified individuals to live and work in the UK without the need for a sponsor or a prior job offer.Â
Qualification for the HPI is to be demonstrated through academic achievement, which is established by obtaining a degree from an overseas university, provided that the university is one of the top global universities as published in the global universities list by the Home Office.
The list is compiled annually and will comprise institutions included in the list of the top 50 universities in at least two of the following ranking systems: Times Higher Education World University rankings, Quacquarelli Symonds (QS) World University rankings, and the Academic Ranking of the World Universities.
The use of these ranking systems all but assure that Africafuo who receive their degree from africa will not qualify for the HPI visa because these systems use criteria that favour western institutions and disfavor africafuo institutions.
It is already established that the UKfuo visa requirements and border rules are extremely hostile to africafuo. This HPI program, and its reliance on these ranking systems, will add to the hostile environment.
GOGO appeals to the UKfuo to consider using criteria that gives africafuo, especially former UK colonies, a chance to effectively participate in the HPI program.
Meanwhile Ghanafuo too should do their part by trying to distinguish between dual allegiance (article 94(2)(a)) and dual citizenship (article 8(2)).”
