Discussions almost degenerated into a heated argument on TV3 this morning between the NPP representative and the host of the Newday show Berla Mundi during discussions on the current state of the electronic tax imposed by this government.
The Director of Local Government, Decentralization and Rural Development at the office of the President, Dennis Miracles Aboagye in making his submission on the subject matter amidst interactions by the host Berla Mundi, indicated that she lacks a proper understanding of double taxation.
This outburst was after the host interjected with a question as to whether the imposition of the electronic service tax (e-levy) was not double taxation.
Dennis Miracles Aboagye was of the strong view that, it is wrong for people to suggest that the “e-levy” was a double taxation approach. He was also of the opinion that Ghanaians are happy with the implementation of the e-levy even though the opposition NDC did all they could to sabotage its implementation.
Meanwhile, the government has failed to meet its revenue target since its implementation. This has been blamed on the refusal of some Ghanaians to make electronic transactions. It is estimated that the government has only raised 7% of the second quarter revenue target.
Some experts have advised that the government should revise the rate below 1.5% to make it more attractive for Ghanaians to pay.
Honorable Murtala Mohammed who was on the show rebutted Denis’ criticism of Berla Mundi and reiterated that if there was anyone who has a poor understanding of what double taxation is, it was Dennis Miracles Aboagye. He argued that whenever individuals make deposits into their mobile money wallets, they are deducted some taxes and so if the individual is forwarding the same money to another wallet and another tax is deducted, that is tantamount to double taxation.
