A suspect died in police cells at Ashaiman in the Tema Police Regional Command last week, prompting the arrest of four officers.
According to reports, the reason for the suspect’s detention and placement in police cells was not documented in the station log.
Furthermore, additional detainees who realized the suspect needed medical assistance late at night and alerted the on-duty police officer were disregarded until the suspect died the next day, on Wednesday, May 4, 2022.
On Tuesday, May 3, 2022, the suspect was apprehended.
Interdicted individuals
The Station officer, two counter NCOs [non-commissioned officers], and the arresting officer have all been arrested.
According to police sources, the deceased suspect is Ebenezer Dosu, a 35-year-old man.
He died on Wednesday, May 4, 2022, about 2:30 p.m., according to reports.
He was transported to the Tema General Hospital, where he was confirmed dead.
The body was taken to the morgue and put there.
According to Graphic Online, the cops have been detained pending investigations because there is no record in the station journal or entry as to what led to the arrest of the now deceased suspect, who was held in cells.
Other detainees in the cells alerted the counter police officer to the fact that the suspect need medical assistance, but the officer apparently did nothing.
The case was sent to the Regional Criminal Investigations Department (CID) for further inquiry, and the officers involved, the station officer, were arrested.
Last week’s arrest
According to reports last week, Ebenezer Dosu was nabbed for allegedly speeding.
However, police claim he was arrested for an offense that was conducive to a disturbance of the peace.
Chief Inspector Bismark Adongo, the station officer, the two counter NCOs, Sgt Eric Kumi Ansah and Sgt Lasiru Mustapha, and the arresting officer, Lance Corporal Prince Ofosuhene of the Ashaiman Divisional Visibility Unit, according to Graphic Online.
After arresting the suspect for the said offensive behaviour, conducive to a breach of the peace, Lance Corporal Prince Ofosuhene escorted him to the Ashaiman police station to be held.
The suspect reportedly vomited while in custody and complained to the counter NCO, Sgt Eric Kumi Ansah, who allegedly disregarded him and did nothing even after his cellmates alerted him to the suspect’s condition.
Sgt Kumi apparently did not enter the suspect’s name into the station journal until about 5:15 a.m. on May 4, 2022, when he was ready to leave his shift.
Sgt Kumi finished his shift at 6 a.m. on May 4, 2022, and turned over to Sgt Lasiru Mustapha, apparently without disclosing the suspect’s health or what had happened the night before.
Police preliminary investigations According to Graphic Online, the two NCOs claim they informed the station officer about the suspect’s condition, but the station commander has refuted their claim.
Death
On May 4, 2022, around 2:30 p.m., the station officer, Chief Inspector Bismark Adongo, was informed by the NCO, Sgt Lasiru Mustapha, that Dosu was unconscious in the cell with “yellowish” fluid coming from his nose.
As a result, they rushed him to Tema General Hospital, where he was pronounced dead.
