On the other hand, the person may “look” like a woman on the outside, having breasts, but with male genitalia.

Hermaphroditism is a known condition in some plants and animals. But among humans, it is a rare condition.
According to medical research, children born with this condition, may undergo surgery to become one of the sexes -male or female. The decision is often taken by the parents based on the dominant character.
That is, if the penis is more developed than vagina, then the vagina will be surgically removed, and vice versa.

Children with such conditions in Africa grow with it grow with it because the surgery is too expensive for the family to bear the cost.
