You Are An MP And Not A Lawyer So Listen To Me On Law Matters – Egyapa Mercer Tells John Jinapor

John Jinapor, MP for Yapei-Kusawgu and Andrew Egyapa Mercer, MP for Sekondi joined Randy Abbey on Good Morning Ghana today, Tuesday, December 7, 2021. The trio discussed the current brouhaha that has engulfed Parliament over the few days regarding disagreements between the Majority and Minority. The two sides have been at each other’s neck following the presentation of the 2022 budget.

Last week Wednesday, Parliament had to be suspended after the First Deputy Speaker made a ruling and rejected an appeal by the Minority Leader, Haruna Iddrisu. Haruna Iddrisu wanted the approved budget rejected because it failed to meet certain requirements. John Jinapor in reaction wondered why an application will be debated on if it wasn’t a motion. John and Andrew disagreed over whether it was an application or a motion.

Whereas John Jinapor said it was a motion and that was why the Speaker allowed for debates, Egyapa Mercer said it was a mere application that could be rejected. He noted that any motion had to be brought to the knowledge of the speaker before being raised in Parliament, something that failed to happen.

Egyapa Mercer explained that the Parliamentary Hansard was clear that the issue raised was not a motion and it was only in the First Deputy’s discretion that he allowed the application and sought contributions from both sides before making a ruling. According to the MP, the budget has been approved and the law is clear on the requirements or that. 

As John Jinapor tried to raise issues citing the record of Parliamentary proceedings, lawyer Egyapa Mercer quieted him by saying that he John was not a lawyer and so should see reason with him when law matters are being discussed. In a sharp rebuttal, John Jinapor said, “You don’t need to be a lawyer to understand this”
