Accra, Jan. 8, GNA \u2013
\nGovernment has no intention to ignore the National Labour Commission (NLC)
\nruling between it and the Technical University Teachers Association, the
\nNational Council for Tertiary Education (NCTE) said on Wednesday.<\/span><\/p>\n

The NCTE in a
\nstatement signed by Professor M. Salifu, the Executive Secretary, said that
\nGovernment remained resolutely committed to the cause of the Technical
\nUniversities and the broader Technical and Vocational Education and Training
\nreform agenda and would not do anything to undermine that.<\/span><\/p>\n

\u201cFinally, for
\navoidance of doubt, we want the rank and file of TUTAG members and the public
\nto understand that Government remains resolutely committed to the cause of the
\nTechnical Universities and the broader Technical and Vocational Education and
\nTraining reform agenda and will not do anything that will undermine it,\u201d it
\nsaid.<\/span><\/p>\n

The NCTE also was of
\nthe firm conviction that the ruling did not obviate the need for any required
\ndue diligence. .<\/span><\/p>\n

The statement
\nfollowed declaration of a strike action by the TUTAG to force government to implement
\nthe NLC Ruling based on an allegation that \u201cGovernment had ignored the ruling
\nand was using NCTE to put an impediment on the way of implementation.\u201d<\/span><\/p>\n

\u201cThis allegation is
\nmost unfortunate as it is far from the truth. <\/span><\/p>\n

\u201cTo start with, we
\nwish to make it categorically clear that neither the NCTE nor any member of the
\nGovernment\u2019s side that has been dealing with TUTAG on this whole issue of
\nallowances, as far as we know, has ignored the NLR Ruling.<\/span><\/p>\n

\u201cTo claim also that
\nthe NCTE is being used by Government to create impediments in the way of
\npayment of the allowances is to attempt to smear Government’s unflinching
\ncommitment to the Technical Universities and also fail to appreciate the
\nstatutory role of the NCTE in such an exercise.\u201d<\/span><\/p>\n

According to the
\nstatement, at the heart of the current agitations were two sets of allowances
\nsuch as \u2018Responsibility and Entertainment for office holders and various
\nothers, including Vehicle Maintenance, Fuel, Rent and Owner-Occupier, among
\nothers for stated categories of staff.<\/span><\/p>\n

\u201cUnder pressure to
\nexpedite action on the migration of Technical Universities onto the Public
\nUniversities Payroll, the Controller and Accountant General paid the Technical
\nUniversities salaries and Interim Market Premium at the rate approved for all
\npublic Universities, as the first step, at the end of September 2019, but
\neffective August 2019, admittedly, without the allowances.\u201d<\/span><\/p>\n

Considering that
\nboth sets of allowances (for office holders and other staff) needed prior
\nvalidation to confirm entitled beneficiaries as a requirement of due process,
\nit was decided to tackle them in the next step, after demonstrating the
\ncommitment to-the full migration by paying the market premium.\u00a0<\/span><\/p>\n

The other reason was
\nto enable the Fair Wages and Salaries Commission to carry out an outstanding
\nrationalization of the Responsibility and Entertainment Allowances for office
\nholders across all public Universities.<\/span><\/p>\n

\u201cUnfortunately,
\nnotwithstanding the fact that the rationale for paying the salaries and Interim
\nMarket Premium first was known to TUTAG, they still declared strike action in
\nprotest on October 7, 2019,\u201d the statement noted.<\/span><\/p>\n

It added that the
\nNCTE had stated and severally reiterated its resolve to ensure that the
\nTechnical Universities were set-up on the same quality standards as the
\ntraditional public Universities, albeit with a unique niche mandate.<\/span><\/p>\n

It was on the basis
\nof the desired equivalent standards that Government committed to extending same
\ngeneral conditions of service, including compensation to staff of the Technical
\nUniversities.<\/span><\/p>\n

The statement noted
\nthat NCTE was happy to confirm that the payments to the validated office
\nholders had since been duly made.<\/span><\/p>\n

\u201cMuch earlier in
\nAugust, and for the first time, Book and Research Allowances had also been paid
\nto entitled TU staff at same rates for public Universities. The commitment of
\nthe Government side to the “parity of prestige” principle cannot
\ntherefore be faulted. The only caveat is that everything has to be subject to
\nthe required due process.\u201d<\/span><\/p>\n
