Elizabeth Naa Afoley Quaye <\/strong><\/p>\nLocal and International experts have cautioned that Ghana\u2019s
\nfishing sector will be on the verge of collapse if drastic measures are not
\ntaken.\u00a0<\/p>\n
In July 2018, the United States Agency for International
\nDevelopment (USAID) and the Scientific and Technical Working Group for Ghana
\nSustainable Fisheries Management Project (SFMP) warned that the spate of
\ndepletion of Ghana\u2019s fish stock would defeat the goals towards food security,
\neconomic growth and poverty reduction, especially in fishing communities.\u00a0<\/p>\n
This caution has been reiterated by the Minister for Fisheries and
\nAquaculture Development, Elizabeth Naa Afoley Quaye, who has given an assurance
\nthat her ministry will do all it can to reverse this trend. Therefore, the ministry,
\namong other measures, instituted the closed season strategy in fishing about a
\nyear ago to help replenish the fish stock and save the industry.<\/p>\n
The latest measure is the development of the Canoe Identification
\nCard (CIC) initiative launched at Keta in the Volta Region recently for the
\neasy identification of all operational canoes in the fisheries sector. The
\nlaunch was on the theme: \u201cTowards Profitable and Sustainable Management of
\nGhana\u2019s fisheries Resources\u201d.<\/p>\n
The aim of the card which has unique response codes readable with
\na mobile phone application is to restrict and regulate access to the country\u2019s
\nfishery resources and also manage the sector as a whole.\u00a0<\/p>\n
The card, which bears the name of the canoe, owner, canoe number,
\nlength and gear type, will also ensure the Fisheries Commission and fishers,
\nthus the Ghana National Canoe Fishermen Council, work hand in hand to ensure sustainability
\nand profitability of the sector.<\/p>\n
Madam Quaye was happy that apart from legitimising canoe owners,
\ngovernment would have better data to facilitate adequate planning and
\ndistribution of resources and incentives to improve the sector.\u00a0<\/p>\n
Besides, she was elated that the challenges with the distribution
\nof pre-mix fuel to fishers would be curtailed, stressing that \u201cin pursuit of
\ntransparency and following the distribution of the card to all registered
\ncanoes, the Landing Beach Committee must ensure that distribution is made only
\nto operators who possess the card.\u201d <\/p>\n
Soon the digitisation of the distribution and sale of pre-mix fuel
\nwould also be employed to further improve the sector, she added.\u00a0<\/p>\n
Explaining the genealogy of the new CIC system, Madam Matilda
\nQuist, Head of Marine Fisheries Management Division at the Fisheries Commission,
\nexplained that it had taken six years for it to become a reality.\u00a0<\/p>\n
It initially began in 2013 when a web-based vessel registry system
\nwas developed with the support of the World Bank under the West Africa Regional
\nFisheries Programme (WARFP). This was followed by canoe registration and
\nembossment which later faced some challenges.\u00a0<\/p>\n
The USAID through the SFMP intervened and they were able to
\nconceptualise CIC in 2017. Owing to double registration, registration of
\ninactive canoes and registration of non-existing canoes, a clean-up of the
\nregister was done in 2018 to reduce the canoe population from 15,000 to 13,600.<\/p>\n
The Agricultural Team Leader at USAID-Ghana, Amber Lily Kenny,
\ncommended the ministry for the bold steps taken to improve the sector which are
\nkey in supporting lives, providing employment and driving socioeconomic
\ndevelopment, especially of fishing communities.<\/p>\n
Nana JoJo Solomon, Member of the Ghana National Canoe Fishermen Council (GNCFC), assured of his organisation\u2019s unflinching support to make the initiative successful.\u00a0<\/p>\n
