THE MINORITY National Democratic
\nCongress (NDC) in Parliament on Saturday vehemently opposed the compilation of
\na new biometric voters\u2019 register, with its associated cost by the Electoral
\nCommission (EC). <\/p>\n
This was before Parliament sought
\nto approve an amount of GH\u00a21,063,157,629 for the Electoral Commission (EC) to
\nconduct elections in December 2020.<\/p>\n
Of this amount, GH\u00a2443.6 million
\nwould be used to compile a new biometric voters\u2019 register.<\/p>\n
Haruna Iddrisu, Leader of the
\nMinority NDC, strongly argued that instead of spending such an amount on
\ncompiling a new voters\u2019 register, the current register should rather be
\nreviewed to save cost.<\/p>\n
He said it was the same voters\u2019
\nregister which was used in the 2016 general elections to elect a new president
\nin the person of Nana Akufo-Addo and all the 275 MPs and, therefore, did not
\nunderstand why the same register could not be used in the 2020 general
\nelections.<\/p>\n
According to him, the Minority
\nwould never be part of the approval of the money meant for the compilation of a
\nnew voters\u2019 register since it was a misplaced priority and waste of taxpayers\u2019
\nmoney.<\/p>\n
The Majority New Patriotic Party
\n(NPP) described the action of the Minority as too partisan and unfortunate.<\/p>\n
The deputy Minister of Local
\nGovernment and Rural Development, who is also the NPP MP for Akwapim South,
\nOsei Bonsu Amoah, said he did not understand why the NDC was running away from
\nthe compilation of a more robust voters\u2019 register which would make the 2020
\ngeneral elections more credible, especially after they had unanimously endorsed
\nthe entire budget at the committee level.<\/p>\n
According to him, the current
\nbiometric voters\u2019 register had a lot of flaws, including the inability of the
\nmachines to pick biometric information of voters, which led to manual
\nverifications at the polling stations and, therefore, there was the urgent need
\nfor the current voters\u2019 register to be replaced with a more robust one.<\/p>\n
He indicated that a new biometric
\nvoters\u2019 register would not only capture voters\u2019 fingerprints but also the
\nfacial expressions of voters so that if the biometric information of a voter
\nfailed to be retrieved, their picture would be there to enable them to vote.<\/p>\n
\u201cWe cannot rely on a malfunctioning
\nelectoral system which is prone to possible abuse. If we don\u2019t do a better
\nbiometric register, the whole system could be compromised which could lead to
\ninstability in the country after the elections,\u201d he said, stressing that a more
\ncredible biometric register would bring credibility and integrity to the 2020
\ngeneral elections.<\/p>\n
He urged the Minority NDC to commend
\nthe government for thinking about the security of the nation and embrace it.<\/p>\n
The Minister of Communications and
\nNPP MP for Ablekuma West, Ursula Owusu Ekuful, said the old biometric machines
\nacquired by the EC had a lifespan of five years and, therefore, had expired which
\nmade it unable to function properly.<\/p>\n
She, therefore, expressed her
\nsupport for a complete change of the system and the compilation of a new
\nvoters\u2019 register.<\/p>\n
Majority Leader Osei
\nKyei-Mensah-Bonsu said the money that would be used to compile a new biometric
\nregister was part of the EC\u2019s entire budget for 2020 which totalled about GH\u00a21
\nbillion.<\/p>\n
He said that in 2016, when the NDC
\nwas in power, the EC spent an amount of GH\u00a21.2 billion on the 2016 general
\nelections without the EC compiling any voters\u2019 register.<\/p>\n
\u201cI don\u2019t know why the NDC is crying foul over this new register when indeed the amount being spent is an input of the budgetary allocation of GH\u00a21 billion which is far less than the GH\u00a21.2 billion the EC spent in 2016,\u201d he added.<\/p>\n
