Members of Parliament (MPs) have come
\nto the firm conclusion that new bills that come to the house for consideration
\nmust be accompanied by a Fiscal Impact Analysis report for scrutiny.<\/p>\n

They blamed the Minister of Finance
\nfor refusing to abide by the Public Financial Management Act, Act 921 section
\n100 (1), to always accompany a bill emanating from the executive with a Fiscal
\nImpact Analysis, which the house was required to consider before the bill was
\npassed.<\/p>\n

They said it was an obligation for
\nthe executive to do that even though parliament had the power to demand it.<\/p>\n

Section 100 (1) of the PFMA says that
\n\u201cany legislation to be laid before Parliament or proposal submitted for the
\napproval of Parliament, shall be accompanied by Fiscal Impact Analysis stating
\nthe estimated effect on revenue and expenditures for the financial year in
\nwhich the legislation or proposal is expected to come into effect\u201d<\/p>\n

The MPs made that observation when
\nthe Ministry of Parliamentary Affairs had a roundtable discussion with members
\nof two key committees of Parliament \u2013 Finance Committee and Committee on
\nConstitutional, Legal and Parliamentary Affairs \u2013 to build their capacities
\nunder the theme \u201cInterrogating Parliament\u2019s Legislative Power \u2013 A Review of
\nEmployment Creation and Fiscal Impact Analysis of Legislation\u201d.<\/p>\n

One of the resource persons at the
\nfunction,\u00a0 Dr William Baah-Boateng who is
\nthe Head of the Department of Economics at the University of Ghana, said if
\nParliament gave a lot of attention to Fiscal Impact Analysis as demanded by
\nlaw, it could be a huge avenue for job creation or provision of employment for
\nGhanaians.<\/p>\n

He said establishment of an outfit
\nfor that and the recruitment of experts to do the analysis for the
\nparliamentarians could create a whole lot jobs for Ghanaians<\/p>\n

The Chief Director of the Ministry of
\nParliamentary Affairs, Dr Evans Aggrey-Darkoh, in his remarks said a functioning
\nand effective Parliament was a sine qua non for the wellbeing of the people.<\/p>\n

He therefore said as Ministry of Parliamentary Affairs, it was going to collaborate effectively with Parliament as an institution to sharpen its effectiveness and efficiency in promoting the development of the country.<\/p>\n
