Ken Ofori-Atta \u2013 Finance Minister<\/strong><\/p>\n

There
\nis closure to the strike action embarked upon by teachers in public schools as
\ngovernment releases GH\u00a249,998,626.72 for the settlement of outstanding arrears which
\nthe teachers have termed \u2018Legacy Debt\u2019.<\/p>\n

On
\nWednesday, the Ministry of Finance ordered the Controller and Accountant
\nGeneral\u2019s Department (CAGD) to release the stated amount to the Ghana Education
\nService (GES) to the affected teachers.<\/p>\n

A
\ncorrespondence dated December 11, 2019 signed by the Deputy Finance Minister,
\nAbena Osei Asare, said, \u201cYou (CAGD) are hereby authorised to release the sum of
\nGH\u00a249,998,626.72\u00a0 to enable the
\nDirector-General, Ghana Education Service, to pay outstanding transfer grants
\nand other allowances to qualified staff of GES.\u201d<\/p>\n

The
\ngovernment gesture follows a strike action by teachers in the folds of the
\nGhana National Association of Graduate Teachers, Ghana National Association of
\nTeachers and the Coalition of Concerned Teachers as a means of piling pressure
\nto have their arrears settled. <\/p>\n

The
\nthree teacher unions had insisted they would return to the classroom until
\ntheir demands were met in spite of a directive from the National Labour Commission
\nto do so immediately. <\/p>\n

The
\nmonies being demanded by the teacher unions were incurred from John Mahama and
\nhis NDC days, a GES statement had explained earlier.<\/p>\n

According
\nto the GES in its reaction, the strike action was illegal and a betrayal,
\nespecially against the backdrop of a series of meetings both parties have held.<\/p>\n

The
\nDirector-General of the GES, Prof. Kwasi Opoku-Amankwa had said the GES identified
\na number of anomalies in the details of the arrears which made it difficult for
\nthe service to meet the demands of the teachers, one of them being female
\nteachers appearing as watchmen. <\/p>\n

The
\nGES was surprised when after a December 2, 2019 engagement with the teacher
\nunions, characterized by a unanimous agreement that the inconsistencies be corrected before the Yuletide, the strike action was
\nembarked upon.\u00a0 <\/p>\n

\u201cAt
\nthe meeting, management of the GES and the unions agreed that the data should
\nbe vetted and only those eligible for payment should be paid the right
\namounts,\u201d the GES Director-General pointed out. <\/p>\n

Prof.
\nOpoku-Amankwa said initially the number of GES staff on the legacy arrears from
\n2012 to 2016 was 120,232 and out of that, 87,556, representing 95 per cent, had
\ntheir salary arrears paid in full after a critical look to establish who really
