Accra, Nov.30, GNA –
\nProfessor William Baah-Boateng, Head, Department of Economics, University of
\nGhana has called on Parliament to exercise its oversight role by ensuring that
\nbills laid before the House were accompanied by fiscal and economic impact
\nassessment.<\/span><\/p>\n

According to him,
\nsuch fiscal impact analysis would help the legislature to determine the effect
\nof such proposal on the revenue and expenditure of government as well as its
\npotential to generate employment for the people.<\/span><\/p>\n

Professor
\nBaah-Boateng made the call at a forum organised by the Ministry of
\nParliamentary Affairs at Parliament House.<\/span><\/p>\n

The forum which was
\non the theme: \u201cInterrogating Parliament\u2019s legislative power: A review of
\nemployment creation and fiscal impact analysis of legislations\u201d was attended by
\nmembers of the Finance Committee, Constitutional, Legal and Parliamentary
\nAffairs Committee as well as Civil Society Organizations (CSOs).<\/span><\/p>\n

Professor
\nBaah-Boateng who made a presentation on the topic: \u201cThe scrutiny of employment:
\nCreating potentials of legislative proposals by the Parliament of Ghana\u201d
\nstressed the need for Parliament to make the issues of sustainable employment a
\npriority in its legislation since it is the main source of livelihood.<\/span><\/p>\n

He explained that
\nemployment also influences the training and skill development, national
\nstability and development.<\/span><\/p>\n

He said even though
\nParliament most of the time is concern about the fiscal issues, growth and
\nmacro stability, but tend to overlook issues of employment.<\/span><\/p>\n

Professor
\nBaah-Boateng also charged Parliament to ensure that every government policy
\nshould be able to measure the direct, indirect and induced employment that
\ncould come out through legislation.<\/span><\/p>\n

He explained that in
\nevery legislative action that the House undertakes there is an inherent
\nemployment activity.<\/span><\/p>\n

Professor Godfred
\nAlufar Bokpin, University of Ghana Business School who spoke on the topic:
\n\u201cFiscal Impact Analysis accompanying legislative proposals in Ghana; what is
\nParliament\u2019s responsibility?\u201d indicated that Parliament has an obligation to
\noptimised budget by marching national needs with available resources consistent
\nwith fiscal limit.<\/span><\/p>\n

He argued that
\nwhenever a bill was coming to Parliament from the executive arm of government
\nor a covered entity they should be accompanied by fiscal impact analysis to
\nguide it.<\/span><\/p>\n

He explained that if
\nthe bill was coming from a covered entity then the ministries must conduct the
\nfiscal impact analysis to certify before it gets to parliament.<\/span><\/p>\n

Prof Bokpin also
\napplauded Parliament for the passage of the Public Financial Management (PFM)
\nAct, 2016, Act 921, which he described as significant for the harmonisation of
\nlegislative framework in managing public funds.<\/span><\/p>\n

According to him the
\nPFM is a big credit to the Members of Parliament (MP) for what they did in
\n2016.<\/span><\/p>\n

\u201cSomething
\nsignificant happened in this country in 2016, in terms of how we harmonised the
\nlegislative framework when it comes to managing public funds\u2026. The PFM Act, I
\nthink is a big credit to our MPs to what we did in 2016\u201d he added.<\/span><\/p>\n

Prof Bokpin also
\nexplained that the PFM Act had many things beyond what they had before and\u00a0 bringing various pieces together in one
\nframework.<\/span><\/p>\n

He said the
\nimportance of the fiscal impact analysis was to strengthen the key objective of
\nthe PFM Act in terms fiscal policy formulation and implementation, budget
\nefficiency, prudent debt management, transparency, accountability and also to
\nimprove macro fiscal policy formulation and especially its implementation.<\/span><\/p>\n

Dr Evans Aggrey
\nDarkoh, Chief Director, Ministry of Parliamentary Affairs (MoPA) in his remark
\nstated that the ministry\u2019s engagement with the two Committees of Parliament was
\nto interrogate the legislative power of Parliament by using the fiscal impact
\nassessment accompanying bills and the employment creating capacity as case
\nstudy.<\/span><\/p>\n

He said the view was
\nto identify both formal and informal factors that impact on parliament in
\ncarrying out effective scrutiny of these legislative proposals.\u00a0\u00a0\u00a0 <\/span><\/p>\n

Dr Darkoh also stated
\nthe programme seeks to examine the potency of the legislative power of
\nParliament and to discuss House\u2019s power in relation to the examination of
\nfiscal impact assessment of legislative proposals.\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 <\/span><\/p>\n

He said the
\nintention is to review the responsibilities of Parliament by ensuring that
\nlegislative proposals give due consideration to employment creation.<\/span><\/p>\n

He said goal is to
\noutline formal and informal influences that impact these powers of government
\nand provide recommendations to improve legislative functions of
\nparliament.\u00a0 <\/span><\/p>\n
