{"id":753000,"date":"2019-11-27T11:23:28","date_gmt":"2019-11-27T11:23:28","guid":{"rendered":"https:\/\/ghana-mma.com\/2019\/11\/27\/no-document-on-sedina-masloc-cash-witness\/"},"modified":"2019-11-27T11:23:28","modified_gmt":"2019-11-27T11:23:28","slug":"no-document-on-sedina-masloc-cash-witness","status":"publish","type":"post","link":"https:\/\/www.ghanamma.com\/2019\/11\/27\/no-document-on-sedina-masloc-cash-witness\/","title":{"rendered":"No Document On Sedina MASLOC Cash &#8211; Witness"},"content":{"rendered":"<p><\/p>\n<div>\n<p><strong>Sedina Tamakloe Attionu<\/strong><\/p>\n<p>A witness has told an Accra High Court that there<br \/>\nwas no document accompanying a GH\u00a2500,000 cheque issued by the former Chief Executive<br \/>\nOfficer (CEO) of the Microfinance and Small Loans Centre (MASLOC), Christine<br \/>\nSedina Tamakloe Attionu, detailing the interest payable on the investment made<br \/>\nin Obaatanpa Microfinance Company Limited.<\/p>\n<p>According to Samuel Quansah who is a board<br \/>\nmember of now defunct Obaatanpa Microfinance, he was only given a paper to sign<br \/>\nwhen he went to the Secretariat of MASLCO to pick up the cheque to cash the<br \/>\nmoney.<\/p>\n<p>He said the management of the microfinance<br \/>\ncompany were only informed about the interest payable on the investment by the<br \/>\nboard chairman of the company, Seth Asiedu Obugyei.<\/p>\n<p>The issue came up in the trial of the ex-MASLOC<br \/>\nboss when her lawyer, Agbesi Kwadzo Dzakpasu, during cross-examination demanded<br \/>\nwhether there was a document which detailed the interest payable on the two<br \/>\ninvestments made by MASLOC in the private microfinance company.<\/p>\n<p>There were conflicting views on the interest<br \/>\nrate as the lawyer claimed that the board chairman had indicated in his<br \/>\nstatement to EOCO that the interest on the GH\u00a2500,000 investment was 24 per cent<br \/>\nper annum as against claims by the witness that it was 48 per cent per annum.<\/p>\n<p>The lawyer said one Salifu Kwame, who was the<br \/>\nmanager of Obaatanpa, could have documents detailing the interest rates but the<br \/>\nwitness told the court that the said Salifu Kwame could have documents on the<br \/>\nfirst investment (GH\u00a2150,000) but there was no such document on the second<br \/>\ninvestment of GH\u00a2500,000.<\/p>\n<p>This led to a back and forth situation between<br \/>\nthe lawyer and Mr. Quansah, who is the second prosecution witness in the trial.<\/p>\n<p>\u201cAre you aware that the Board Chairman, Nana<br \/>\nObugyei, had indicated in his statement at EOCO that the interest on the<br \/>\nGH\u00a2500,000 was 24 per cent?\u201d the lawyer queried.<\/p>\n<p>\u201cMy lord I\u2019m not aware of the statement but as<br \/>\nI mentioned earlier, Nana Obugyei was directly dealing with Madam Sedina so his<br \/>\nversion might be what Madam Sedina told him,\u201d the witness replied.<\/p>\n<p>Mr. Dzakpasu then asked, \u201cMr. Salifu Kwame, if<br \/>\nindeed he exists, should have information on both the GH\u00a2150,000 and the GH\u00a2500,000<br \/>\ninvestment. Is that correct?<\/p>\n<p>\u201cThat is correct because he was managing the<br \/>\ncompany,\u201d the witness replied.<\/p>\n<p>\u201cAnd Mr. Salifu Kwame can furnish the court<br \/>\nwith documents supporting the interest payable on these investments. Do you<br \/>\nagree?\u201d the lawyer asked.<\/p>\n<p>\u201cMy lord with respect to the first one (GH\u00a2150,000),<br \/>\nI agree but the second one (GH\u00a2500,000), I don\u2019t because the cheque did not<br \/>\ncome with any accompanying documents. As I indicated yesterday, Mr. Seth Asiedu<br \/>\ntold me to go for a cheque of GH\u00a2500,000 from MASLOC for another investment.<br \/>\nWhen I went to the Secretariat of MASLOC, I only<br \/>\nmentioned that I was coming for a check for Obaatanpa and they gave me a paper<br \/>\nto sign. There was no document accompanying the cheque aside from the paper I<br \/>\nsigned,\u201d the witness insisted.<\/p>\n<p><strong>Identity<\/strong><\/p>\n<p>Mr. Dzakpasu then asked the witness if he or<br \/>\nany of the board members of Obaatanpa knew Ms. Attionu personally before the<br \/>\nfirst investment and he replied that he did not personally know the accused<br \/>\nperson, adding \u201ceven now, I have never spoken to Madam Sedina.\u201d<\/p>\n<p>The witness in his evidence-in-chief had told<br \/>\nthe court that he accompanied the board chairman to Batsona Total on the<br \/>\nSpintex road in Accra where he handed over MASLOC\u2019s GH\u00a2500,000 investment in<br \/>\nthe company in a \u2018Ghana must go\u2019 bag as demanded by Madam Attionu.<\/p>\n<p>The lawyer then asked him about his claim that<br \/>\nit was Ms. Attionu who was in the vehicle when he had never met her.<\/p>\n<p>\u201cThat is correct but I knew her because she was<br \/>\na public figure. Sometimes when watching TV you will see MASLOC having donated<br \/>\nor presented items to certain groups of people and you will see Madam Sedina<br \/>\nrepresenting MASLOC,\u201d Mr. Quansah replied.<\/p>\n<p><strong>Trial<\/strong><\/p>\n<p>Ms. Attionu and Daniel Axim, a former<br \/>\nOperations Manager of MASLOC, are facing 78 counts of charges including<br \/>\nconspiracy to steal, stealing, unauthorized commitment, resulting in a<br \/>\nfinancial obligation for the government; improper payment, money laundering and<br \/>\ncontravention of the Public Procurement Act.<\/p>\n<p>The two accused persons allegedly stole a total<br \/>\namount of GH\u00a23,198,280 whilst at MASLOC and willfully caused a GH\u00a21,973,780<br \/>\nfinancial loss to the state.<\/p>\n<p>Again, Ms. Attionu and her accomplice while in<br \/>\ncharge of MASLOC allegedly made unauthorized commitments, resulting in<br \/>\nfinancial obligations for the government to the tune of GH\u00a261,735,832.50.<\/p>\n<p>The charges against the two also include a<br \/>\nGH\u00a222,158,118.85 loss to public property and improper payment of GH\u00a2273,743.66,<br \/>\nas well as money laundering of GH\u00a23,704,380 whilst in charge.<\/p>\n<p>Hearing continues on January 8, 2020.<\/p>\n<p><strong>BY Gibril Abdul Razak<\/strong><\/p>\n<\/p><\/div>\n","protected":false},"excerpt":{"rendered":"<p>Sedina Tamakloe Attionu A witness has told an Accra High Court that there was no document accompanying a GH\u00a2500,000 cheque issued by the former Chief Executive Officer (CEO) of the Microfinance and Small Loans Centre (MASLOC), Christine Sedina Tamakloe Attionu, detailing the interest payable on the investment made in Obaatanpa Microfinance Company Limited.
