{"id":752339,"date":"2019-11-26T12:38:15","date_gmt":"2019-11-26T12:38:15","guid":{"rendered":"https:\/\/ghana-mma.com\/2019\/11\/26\/ex-masloc-boss-took-gh%c2%a2500000-in-a-bag-witness\/"},"modified":"2019-11-26T12:38:15","modified_gmt":"2019-11-26T12:38:15","slug":"ex-masloc-boss-took-gh%c2%a2500000-in-a-bag-witness","status":"publish","type":"post","link":"https:\/\/www.ghanamma.com\/2019\/11\/26\/ex-masloc-boss-took-gh%c2%a2500000-in-a-bag-witness\/","title":{"rendered":"Ex-MASLOC Boss Took GH\u00a2500,000 In A Bag &#8211; Witness"},"content":{"rendered":"<p><\/p>\n<div>\n<p><strong>Christine Sedina Tamakloe Attionu <\/strong><\/p>\n<p>An Accra High Court yesterday heard how the former Chief Executive Officer of the Microfinance and Small Loans Centre (MASLOC), Christine Sedina Tamakloe Attionu, took an amount of GH\u00a2500,000 in a \u2018Ghana\u00a0 Must Go\u2019 bag at a filling station in Accra.<\/p>\n<p>The money was a refund of an investment MASLOC<br \/>\nmade in a private microfinance company, Obaatanpa Microfinance Company Limited,<br \/>\nin 2014.<\/p>\n<p>The refund was necessitated by a high interest<br \/>\ndemanded on the investment made by the erstwhile managers of MASLOC under the<br \/>\nleadership of Ms. Attionu.<\/p>\n<p>It would be recalled that the Attorney General<br \/>\nat the beginning of the trial of the ex-MASLOC boss said the money was never<br \/>\nreturned to MASLOC, as she allegedly appropriated it.<\/p>\n<p><strong>Trial<\/strong><\/p>\n<p>Ms. Attionu and Daniel Axim, a former<br \/>\nOperations Manager of MASLOC, are facing 78 counts of charges including<br \/>\nconspiracy to steal, stealing, unauthorized commitment, resulting in a financial<br \/>\nobligation for the government; improper payment, money laundering and contravention<br \/>\nof the Public Procurement Act.<\/p>\n<p>The two accused persons allegedly stole a total<br \/>\namount of GH\u00a23,198,280 whilst at MASLOC and willfully caused a GH\u00a21,973,780<br \/>\nfinancial loss to the state.<\/p>\n<p>Again, Ms. Attionu and her accomplice while in<br \/>\ncharge of MASLOC allegedly made unauthorized commitments, resulting in<br \/>\nfinancial obligations for the government to the tune of GH\u00a261,735,832.50.<\/p>\n<p>The charges against the two also include a<br \/>\nGH\u00a222,158,118.85 loss to public property and improper payment of GH\u00a2273,743.66,<br \/>\nas well as money laundering of GH\u00a23,704,380 whilst in charge.<\/p>\n<p><strong>Witness<\/strong><\/p>\n<p>Samuel Quansah, a second prosecution witness<br \/>\nled in his evidence-in-chief by Stella Ohene Appiah, a Senior State Attorney,<br \/>\ntold the court that Obaatanpa in 2014 had investments from MASLOC.<\/p>\n<p>He said the first investment was GH\u00a2150,000 with<br \/>\nan interest rate of about 1.5 per cent to 2 per cent per month and this<br \/>\ninvestment led to the company getting a lot of customers.<\/p>\n<p>He told the court that, as a result, they wrote<br \/>\nto MASLOC again requesting additional investment of GH\u00a21 million but MASLOC<br \/>\ndecided to invest half of the amount which was GH\u00a2500,000 in 2014.<\/p>\n<p>The court heard that MASLOC was, however,<br \/>\ncharging 4 per cent interest on the second investment which was far higher than<br \/>\nthe first so they decided to rerun the money to MASLOC.<\/p>\n<p><strong>Payment Mode<\/strong><\/p>\n<p>Mr. Quansah who is a board member of Obaatanpa<br \/>\ntold the court that Ms. Attionu had requested that the refund be done in cash,<br \/>\nsaying most of the cheques that were sent to MASLOC turned out to bounce at the<br \/>\nbank.<\/p>\n<p>He said the company had to withdraw the monies<br \/>\nfrom its commercial account at Ejura as well as its Sinapi Aba Account to raise<br \/>\nthe total amount of GH\u00a2500,000 to refund to MASLOC.<\/p>\n<p>He said on returning to Accra with the money in<br \/>\na \u2018Ghana Must Go\u2019 bag, the manager of Obaatanpa, Seth Asiedu Obugyei, told him<br \/>\nthat they were to meet Ms. Attionu at Baatsona Total Filling Station on the<br \/>\nSpintex road to give her the money.<\/p>\n<p>He said few minutes after getting to Baatsona<br \/>\nTotal, Mr. Asiedu made a call and \u201cand then he told me that the person said we<br \/>\nshould park and they will come and park at our back.\u201d<\/p>\n<p>\u201cFew minutes after our parking, a black Nissan<br \/>\nPrado parked at our back so Mr. Asiedu got down and took the money from our car<br \/>\nand placed it in that Prado at the back seat and then upon placing the money in<br \/>\nthe vehicle he also went and sat at the passenger side of the Prado. The driver<br \/>\nswitched on the inside light and had a conversation with Mr. Asiedu for some<br \/>\nfew minutes before he came back to our car. When they switched on the inside<br \/>\nlight I looked through my mirror and I saw that it was the CEO of MASLOC,\u201d the<br \/>\nwitness recounted.<\/p>\n<p>When asked who the CEO of MASLOC was, Mr.<br \/>\nQuansah told the court that it was Ms. Attionu and went ahead to point her out in<br \/>\nthe courtroom.<\/p>\n<p>He told the court that Obaatanpa later<br \/>\nrequested a receipt of the refund for auditing purposes.<\/p>\n<p>He said a few weeks after the payment, he went<br \/>\nto the MASLOC secretariat and got the acknowledgment letter of the refund from<br \/>\nMs. Attionu\u2019s secretary.<\/p>\n<p>He tendered the receipt as well as the proposal<br \/>\nObaatanpa presented to MASLOC for the GH\u00a2500,000 investment.<\/p>\n<p><strong>Cross-Examination<\/strong><\/p>\n<p>Agbesi Kwadzo Dzakpasu,<br \/>\ncounsel for Ms. Attionu, began cross-examining the witness by asking him whether<br \/>\nhe counted the money or it was counted in his presence and what denominations<br \/>\nthey were.<\/p>\n<p>Mr. Quansah said the money was counted in his<br \/>\npresence and there was GH\u00a2100,000 of GH\u00a210 notes, GH\u00a2200,000 of GH\u00a220 notes as well<br \/>\nas GH\u00a2200,000 of GH\u00a250 notes.<\/p>\n<p>Sitting continues today.<\/p>\n<p> <strong>BY Gibril Abdul Razak<\/strong> <\/p>\n<\/p><\/div>\n","protected":false},"excerpt":{"rendered":"<p>Christine Sedina Tamakloe Attionu An Accra High Court yesterday heard how the former Chief Executive Officer of the Microfinance and Small Loans Centre (MASLOC), Christine Sedina Tamakloe Attionu, took an amount of GH\u00a2500,000 in a \u2018Ghana\u00a0 Must Go\u2019 bag at a filling station in Accra.
