{"id":747695,"date":"2019-11-19T18:19:48","date_gmt":"2019-11-19T18:19:48","guid":{"rendered":"https:\/\/ghana-mma.com\/2019\/11\/19\/minister-inaugurates-review-committee-of-pwds-act\/"},"modified":"2019-11-19T18:19:48","modified_gmt":"2019-11-19T18:19:48","slug":"minister-inaugurates-review-committee-of-pwds-act","status":"publish","type":"post","link":"https:\/\/www.ghanamma.com\/2019\/11\/19\/minister-inaugurates-review-committee-of-pwds-act\/","title":{"rendered":"Minister inaugurates review Committee of PWDs Act"},"content":{"rendered":"<p><\/p>\n<div itemprop=\"articleBody\">\n<p class=\"MsoNormal\" style=\"text-align:justify\"><span style=\"font-family: Tahoma, sans-serif; font-size: 11pt;\">Accra, Nov 19, GNA &#8211;<br \/>\nMadam Cynthia Mamle Morrison, Minister for Gender, Children and Social<br \/>\nProtection has inaugurated the Technical Committee to review the Persons with<br \/>\nDisability Act, (Act 715) and prepare an accompanying Legislative Instrument<br \/>\nfor submission to Parliament.<\/span><\/p>\n<p class=\"MsoNormal\" style=\"text-align:justify\"><span lang=\"EN-GB\" style=\"font-size:11.0pt;font-family:&quot;Tahoma&quot;,&quot;sans-serif&quot;\">The Committee will<br \/>\nalso prepare the Legislative Instrument to accompany the Act, Work together<br \/>\nwith Consultants, consider the proposed amendment and draft Legislative<br \/>\nInstrument submitted by organisations of persons with disabilities, develop a<br \/>\nroad map for the review of the Act and prepare the draft Legislative<br \/>\nInstrument.<\/span><\/p>\n<p class=\"MsoNormal\" style=\"text-align:justify\"><span lang=\"EN-GB\" style=\"font-size:11.0pt;font-family:&quot;Tahoma&quot;,&quot;sans-serif&quot;\">The Technical<br \/>\nCommittee was constituted by the Ministry of Gender, Children and Social<br \/>\nProtection in 2018; amidst demands from organisations of persons with<br \/>\ndisabilities and civil society organisations to amend the Act, 2006 (Act 715)<br \/>\nto bring it in tune with international standard law.<\/span><\/p>\n<p class=\"MsoNormal\" style=\"text-align:justify\"><span lang=\"EN-GB\" style=\"font-size:11.0pt;font-family:&quot;Tahoma&quot;,&quot;sans-serif&quot;\">The\u00a0 Act, 2006 (Act 715) was passed into law by<br \/>\nParliament in 2006 and\u00a0 Ghana ratified<br \/>\nthe United Nations Convention on the Rights of Persons with Disability (UN<br \/>\nCRPD) in 2012 and submitted its initial report to the UN CRPD Committee in June<br \/>\n2018.<\/span><\/p>\n<p class=\"MsoNormal\" style=\"text-align:justify\"><span lang=\"EN-GB\" style=\"font-size:11.0pt;font-family:&quot;Tahoma&quot;,&quot;sans-serif&quot;\">Organisations of<br \/>\npersons with disabilities, spearheaded by Ghana Federation of Disability<br \/>\nOrganisations undertook gap analysis of\u00a0 the\u00a0 Persons with Disability Act, 2006 (Act 715).\u00a0\u00a0 <\/span><\/p>\n<p class=\"MsoNormal\" style=\"text-align:justify\"><span lang=\"EN-GB\" style=\"font-size:11.0pt;font-family:&quot;Tahoma&quot;,&quot;sans-serif&quot;\">In reflection that disability<br \/>\nis a cross-cutting issue, the Technical Committee was\u00a0\u00a0 constituted from representatives from the<br \/>\nMinistry of Gender Children and Social Protection, Ministry of Local Government<br \/>\nand Rural Development, Department of Social Welfare, Ministry of Health, Ghana<br \/>\nHealth Service, Ministry of Justice and Attorney \u2013 General, Drafting Unit and<br \/>\nAttorney- General Department. Others were, the Special Education Division \u2013<br \/>\nGhana Education Service, Commission on Human Rights and Administrative Justice,<br \/>\nJudicial Service, Ministry of Justice and Attorney General Department, Ghana<br \/>\nFederation Disability, the Academia \u2013 University of Ghana, Legon, Centre for<br \/>\nDisability and Rehabilitation Studies.<\/span><\/p>\n<p class=\"MsoNormal\" style=\"text-align:justify\"><span lang=\"EN-GB\" style=\"font-size:11.0pt;font-family:&quot;Tahoma&quot;,&quot;sans-serif&quot;\">The rest were;<br \/>\nCentre for Employment of Persons with Disability, Special Mothers Project,<br \/>\nGhana Health, Child Health- Paediatric Neuro- Disability (Dr. Brew), Ghana<br \/>\nMental Health Authority, University of Ghana, Department of Audiology &#8211; Speech<br \/>\nand language Therapy<\/span><\/p>\n<p class=\"MsoNormal\" style=\"text-align:justify\"><span lang=\"EN-GB\" style=\"font-size:11.0pt;font-family:&quot;Tahoma&quot;,&quot;sans-serif&quot;\">The Chief Director<br \/>\nof the Ministry of Gender, Children and Social Protection Dr. Afisah Zakariah<br \/>\nwelcomed the Team and the participants for responding favourably to the call,<br \/>\nwhile\u00a0 Freda Prempeh, Deputy Minister of<br \/>\nthe Ministry stated that the Technical Committee were strategically and carefully<br \/>\nselected to steer the\u00a0 affairs of the committee.\u00a0\u00a0 <\/span><\/p>\n<p class=\"MsoNormal\" style=\"text-align:justify\"><span lang=\"EN-GB\" style=\"font-size:11.0pt;font-family:&quot;Tahoma&quot;,&quot;sans-serif&quot;\">The Chairman of the<br \/>\nTechnical Committee, Dr Samuel Kaba in his remarks expressed his appreciation<br \/>\nfor the opportunity to give his time in the interest of persons with<br \/>\ndisabilities. <\/span><\/p>\n<p class=\"MsoNormal\" style=\"text-align:justify\"><span lang=\"EN-GB\" style=\"font-size:11.0pt;font-family:&quot;Tahoma&quot;,&quot;sans-serif&quot;\">The inauguration and<br \/>\nthe maiden meeting of the Technical Committee was funded by the Ghana<br \/>\nFederation of Disability Organisations, while the National Council on Persons with\u00a0\u00a0 Disability under the Ministry of Gender, Children\u00a0 and \u00a0Social Protection coordinated and facilitated<br \/>\nthe processes towards the review.<\/span><\/p>\n<p class=\"MsoNormal\" style=\"text-align:justify\"><span lang=\"EN-GB\" style=\"font-size:11.0pt;font-family:&quot;Tahoma&quot;,&quot;sans-serif&quot;\">GNA<\/span><\/p>\n<\/div>\n","protected":false},"excerpt":{"rendered":"<p>Accra, Nov 19, GNA &#8211; Madam Cynthia Mamle Morrison, Minister for Gender, Children and Social Protection has inaugurated the Technical Committee to review the Persons with Disability Act, (Act 715) and prepare an accompanying Legislative Instrument for submission to Parliament.
