Togbe Afede <\/strong><\/p>\n

The fire which has engulfed the National House of Chiefs continues
\nto rage as more chiefs and others deny Togbe Afede\u2019s \u2018No\u2019 position on the
\nDecember referendum.<\/p>\n

Joining the denial list is Chairman of the Legal Committee of the
\nHouse, Nana Prof. S.K.B. Asante, who denied that his committee took such a
\ndecision as put out by Togbe Afede XIV in his rejoinder.<\/p>\n

Already many chiefs have strongly denied that there was consensus or
\neven a meeting on the issue. <\/p>\n

The controversial statement, according to the authors \u2014 Togbe Afede and the Vice-President of the
\nHouse \u2014 was based upon the recommendation of the Legal
\nCommittee, a denial, which has dealt another blow to the integrity of the
\nprominent traditional ruler from the Volta Region.<\/p>\n

Speaking to an Accra-based FM radio station, the Chairman of the
\nLegal Committee said they only raised concerns about the seeming
\nmarginalization of chiefs in local development.<\/p>\n

\u201cWe did not specifically advise a \u2018NO VOTE\u2019 to our colleagues. I\u2019m
\ncontemplating an emergency meeting with my colleagues so we thrash this thing
\nout. The memorandum made by the NHC to the minister did not press for a \u2018NO
\nVOTE\u2019. That is the fact,\u201d he added.<\/p>\n

CDD Boss <\/strong><\/p>\n

Joining the fray with a piece of \u2018advice\u2019 is the Centre for
\nDemocratic Development (CDD) Boss, H. Kwasi Prempeh, who, while describing the
\nchiefs as \u2018embarrassingly confused\u2019 on the subject, said they required an
\neducation session to understand the issue.<\/p>\n

He has, therefore, called on the National Commission on Civic
\nEducation (NCCE) on his Facebook post \u201cto arrange a special civic education
\nsession for our National House of Chiefs on the question that is on the
\nDecember 17 referendum ballot. Apparently, our Niimei and Naas and Nananom and
\nTogbes are embarrassingly confused, if not misinformed, as to what it is 55(3) is
\nabout. Point 7(ii) of their statement (attached) reveals a lack of
\nunderstanding of what 55(3) seeks to accomplish.\u201d<\/p>\n

Taking issues with the Togbe Afede\u2019s statement, he pointed out that
\ntheir NO position communicated in an earlier statement, which position is now
\ndisputed by other members of the House, was based on the recommendation of their
\nLegal Affairs Committee that \u201cthe House should strongly object to the notion
\nthat membership of local assemblies should exclusively comprise representatives
\nof political parties as in Parliament.\u201d<\/p>\n

Which Amendment?<\/strong><\/p>\n

Which proposed amendment to what provision of the Constitution are
\nthey referring to? he asked, adding \u201cthere is no proposed amendment to any
\nprovision of the Constitution that would restrict membership of local
\nassemblies exclusively to representatives of political parties, as in
\nParliament. That is a palpably false statement.\u201d<\/p>\n

Sad Turn Of Events<\/strong><\/p>\n

\u201cWhat a sad turn of events, that even the National House of Chiefs
\nhas been drawn into this small palaver in a dishonourably
\ndivisive way,\u201d he said.<\/p>\n

Ogyeahoho\u2019s Responds<\/strong><\/p>\n

Obviously refusing to be drawn into polemics with Togbe Afede who
\nhad earlier used harsh words in his rejoinder, the President of the Western Regional
\nHouse of Chiefs, Ogyeahoho Yaw Gyebi, has said \u201cit\u2019s rather unfortunate that
\nTogbe is saying I\u2019m being mischievous. It really is unfortunate. I still stand
\nby my statement that the National House of Chiefs has not met to advise members
\nto vote NO during the referendum.\u201d<\/p>\n

Togbe Afede\u2019s rejoinder which sought to demolish the points raised by the two prominent chiefs appears to have failed as the Chairman of the Legal Committee joins the list of persons debunking his position that there were meetings on the subject.<\/p>\n
