The<br \/>\nConstitution requires a minimum of 40 per cent voter turnout for the referendum<br \/>\nto be valid with 75 per cent voting \u2018Yes\u2019 to ensure the amendment is<br \/>\nsuccessful. <\/p>\n<p>A<br \/>\nsurvey conducted by Afrobarometer, a pan-African and non-profit<br \/>\nresearch network, indicates that fewer than half (42 per cent) of Ghanaians are<br \/>\naware of the December 2019 referendum.<\/p>\n<p>The<br \/>\nsurvey, which was led by the Ghana Centre for Democratic Development<br \/>\n(CDD-Ghana), interviewed 2,400 adult Ghanaians between 16th September and 3rd<br \/>\nOctober 2019.<\/p>\n<p>According<br \/>\nto the report, with the few Ghanaians who have some level of knowledge about<br \/>\nthe referendum, \u201cmen, the highly educated, elderly citizens and people in rural<br \/>\ncommunities were found to be more aware of the referendum than women, citizens<br \/>\nwith less schooling, young adults and people in urban centres.\u201d<\/p>\n<p>\u201cA<br \/>\nslim majority of those who are aware of the referendum find the Electoral<br \/>\nCommission\u2019s preparations for the referendum to be satisfactory. However,<br \/>\nmajority of Ghanaians said there had not been a lot of education about the<br \/>\nvoting exercise,\u201d the report said.<\/p>\n<p>This,<br \/>\naccording to Afrobarometer, is likely to result in low voter turnout for the<br \/>\nreferendum, especially since it will be conducted together with the local<br \/>\ngovernment elections, which historically attract less than 40 per cent of<br \/>\nregistered voters.<\/p>\n<p>The<br \/>\nsurvey also found that contrary to popular opinion that more members of the<br \/>\nruling New Patriotic Party (NPP) are interested in the referendum, members of<br \/>\nthe People\u2019s National Democratic Congress (PNC) and the main opposition<br \/>\nNational Democratic Congress (NDC) expressed interest to vote in the referendum<br \/>\nthan the NPP.<\/p>\n<p>Commenting<br \/>\non the report, Dr. Kwesi Jonah, a Senior Research Fellow at the<br \/>\nInstitute for Democratic Governance (<em>IDEG<\/em>), expressed worry about the lack of awareness on the referendum.<\/p>\n<p>He called on civil society organizations, the<br \/>\nElectoral Commission, the Information Services Department (ISD), the <em>National<br \/>\nCommission for Civic Education<\/em><em> (<\/em><em>NCCE<\/em>), among other interested organizations, to intensify<br \/>\ntheir efforts in the creation of awareness on the issue.<\/p>\n<p>The Head of Department of Peace Studies, University of Cape Coast, Dr. Patrick Osei-Kufuor, who reiterated the call for the intensive education on the referendum, however, expressed worry over the less concentration given to the core issue of the referendum by Afrobarometer.<\/p>\n<p><strong>By Nana Kwasi<\/strong><\/p>\n<\/p><\/div>\n","protected":false},"excerpt":{"rendered":"<p>It has emerged that more than half of Ghanaians do not seem to have any idea about the upcoming referendum scheduled for December 2019.
