Therefore,<br \/>\nbefore anyone makes an attempt, the person may have reached a point of insanity<br \/>\nand if insanity is a disease, why should someone be punished for it.&#8221;<\/span><\/p>\n<p class=\"MsoNormal\" style=\"text-align:justify\"><span lang=\"EN-GB\" style=\"font-size:11.0pt;font-family:&quot;Tahoma&quot;,&quot;sans-serif&quot;\">&#8220;The human body<br \/>\nalways wants to run away from danger including death, so the contention to<br \/>\nconsciously move towards the point of death means that what is going on in the<br \/>\nbody is not normal,&#8221; he explained.<\/span><\/p>\n<p class=\"MsoNormal\" style=\"text-align:justify\"><span lang=\"EN-GB\" style=\"font-size:11.0pt;font-family:&quot;Tahoma&quot;,&quot;sans-serif&quot;\">The Deputy Minister<br \/>\nof Health who doubles as the Member of Parliament (MP) for Gomoa West made the<br \/>\nappeal during a staff durbar at Ankaful Psychiatric Hospital on the first day<br \/>\nof his two-day fact finding working visit to major health facilities in the<br \/>\nCentral Region on Wednesday.<\/span><\/p>\n<p class=\"MsoNormal\" style=\"text-align:justify\"><span lang=\"EN-GB\" style=\"font-size:11.0pt;font-family:&quot;Tahoma&quot;,&quot;sans-serif&quot;\">Mr Abban explained<br \/>\nthat criminalisation of attempted suicide compelled persons who had suicidal<br \/>\ntendencies to take every measure to succeed at the first attempt, while it also<br \/>\ndiscouraged such persons from reporting their emotional crisis early enough for<br \/>\nhelp.<\/span><\/p>\n<p class=\"MsoNormal\" style=\"text-align:justify\"><span lang=\"EN-GB\" style=\"font-size:11.0pt;font-family:&quot;Tahoma&quot;,&quot;sans-serif&quot;\">He called for<br \/>\nsustained public discourse and stakeholders engagements to consequently repeal<br \/>\nsection 57 (2) of the Criminal Offences Act, 1960 (Act 29) on criminalisation<br \/>\nof attempted suicide.<\/span><\/p>\n<p class=\"MsoNormal\" style=\"text-align:justify\"><span lang=\"EN-GB\" style=\"font-size:11.0pt;font-family:&quot;Tahoma&quot;,&quot;sans-serif&quot;\">Together with<br \/>\nofficials from the Ministry and Dr. Alexis Nang-Beifubah, Regional Director of<br \/>\nthe Ghana Health Service (GHS) among others, they inspected the Regional Health<br \/>\nDirectorate, Ankaful Psychiatric Hospital and Twifo-Attimorkwa District Health<br \/>\nDirectorate, where they visited the site of the ongoing District hospital<br \/>\nproject.<\/span><\/p>\n<p class=\"MsoNormal\" style=\"text-align:justify\"><span lang=\"EN-GB\" style=\"font-size:11.0pt;font-family:&quot;Tahoma&quot;,&quot;sans-serif&quot;\">At all the places<br \/>\nvisited, he took turns to address the staff and deliberated on challenges,<br \/>\nsuccesses and the way forward.<\/span><\/p>\n<p class=\"MsoNormal\" style=\"text-align:justify\"><span lang=\"EN-GB\" style=\"font-size:11.0pt;font-family:&quot;Tahoma&quot;,&quot;sans-serif&quot;\">Key among their<br \/>\nchallenges were inadequate human resource, transport, residential accommodation<br \/>\nand administrative offices, indebtedness to facilities by the National Health<br \/>\nand Insurance Scheme (NHIS).<\/span><\/p>\n<p class=\"MsoNormal\" style=\"text-align:justify\"><span lang=\"EN-GB\" style=\"font-size:11.0pt;font-family:&quot;Tahoma&quot;,&quot;sans-serif&quot;\">Others were high<br \/>\nutility bills, increase in non-communicable diseases (NCDs), high teenage<br \/>\npregnancy, bad nurses\u2019 attitude towards patients and medical doctors refusing<br \/>\npostings to the Region.<\/span><\/p>\n<p class=\"MsoNormal\" style=\"text-align:justify\"><span lang=\"EN-GB\" style=\"font-size:11.0pt;font-family:&quot;Tahoma&quot;,&quot;sans-serif&quot;\">To improve quality<br \/>\nof health care services, all the managers of the various facilities advocated<br \/>\nfor the timely release of funds for administrative purposes, clear NHIS<br \/>\nindebtedness to facilities, recruitment of staff, adequate infrastructural and<br \/>\nlogistical support.<\/span><\/p>\n<p class=\"MsoNormal\" style=\"text-align:justify\"><span lang=\"EN-GB\" style=\"font-size:11.0pt;font-family:&quot;Tahoma&quot;,&quot;sans-serif&quot;\">Responding to the<br \/>\nchallenges, the Minister was concerned about the refusal of medical doctors to<br \/>\naccept postings to the Region and assured that his outfit will collaborate with<br \/>\nstakeholders to provide the needed incentive packages for doctors and workout<br \/>\nproper health management system to attract and retain them.<\/span><\/p>\n<p class=\"MsoNormal\" style=\"text-align:justify\"><span lang=\"EN-GB\" style=\"font-size:11.0pt;font-family:&quot;Tahoma&quot;,&quot;sans-serif&quot;\">The Region currently<br \/>\nhas about 40 medical doctors manning the over 430 health facilities.<\/span><\/p>\n<p class=\"MsoNormal\" style=\"text-align:justify\"><span lang=\"EN-GB\" style=\"font-size:11.0pt;font-family:&quot;Tahoma&quot;,&quot;sans-serif&quot;\">The Gomoa West<br \/>\nLegislator also reminded them of government\u2018s resolve to achieve the Universal<br \/>\nHealth Coverage (UHC)-to ensure that all people obtain the needed health<br \/>\nservices without difficulties.<\/span><\/p>\n<p class=\"MsoNormal\" style=\"text-align:justify\"><span lang=\"EN-GB\" style=\"font-size:11.0pt;font-family:&quot;Tahoma&quot;,&quot;sans-serif&quot;\">To achieve the goal<br \/>\nof UHC;
