{"id":739796,"date":"2019-11-07T14:11:37","date_gmt":"2019-11-07T14:11:37","guid":{"rendered":"https:\/\/ghana-mma.com\/2019\/11\/07\/ncce-boss-explains-december-referendum\/"},"modified":"2019-11-07T14:11:37","modified_gmt":"2019-11-07T14:11:37","slug":"ncce-boss-explains-december-referendum","status":"publish","type":"post","link":"https:\/\/www.ghanamma.com\/2019\/11\/07\/ncce-boss-explains-december-referendum\/","title":{"rendered":"NCCE Boss Explains December Referendum"},"content":{"rendered":"<p><\/p>\n<div>\n<p><strong>Josephine Nkrumah <\/strong><\/p>\n<p>Chairperson<br \/>\nof the National Commission for Civic Education (NCCE), Josephine Nkrumah, has<br \/>\nraised concerns over the peddling of erroneous information suggesting that the<br \/>\nDecember 17 referendum is to pave way for the election of metropolitan,<br \/>\nmunicipal and district chief executives (MMDCEs).<\/p>\n<p>Such<br \/>\nmisinformation often peddled by high-profile state actors and media reportage,<br \/>\nshe said, hampers the work of the commission whose mandate is to properly educate<br \/>\ncitizens on civic issues.<\/p>\n<p>\u201cCome<br \/>\nDecember 17, when people go to the polls and they don\u2019t see the question quoted<br \/>\nas, \u2018would you like to elect your MMDCE?\u2019. It can confuse them,\u201d she said.<\/p>\n<p>Ms.<br \/>\nNkrumah, who was speaking in an interview with <strong><em>DAILY GUIDE<\/em><\/strong> on Tuesday, explained<br \/>\nthat issues relating to the\u00a0election of MMDCEs are within the purview of<br \/>\nParliament to amend Article 243(1) which has vested the power of electing<br \/>\nMMDCEs into the hands of the president.<\/p>\n<p>The<br \/>\nnational referendum, she disclosed, is required as stipulated in Article 55(3)<br \/>\nof the Constitution in order to decide whether district level elections (DLE)<br \/>\nwould be carried out along partisan lines.<\/p>\n<p>\u201cEven<br \/>\nif we don\u2019t agree to multi-party elections at the district assembly level<br \/>\nthrough the referendum, we will still elect our unit committee, assembly<br \/>\nmembers and MMDCE on a non-partisan basis,\u201d she stressed.\u00a0<\/p>\n<p>She<br \/>\nwas optimistic that current reforms would go a long way to address voter apathy<br \/>\nin district level elections, which is known to be the least patronised<br \/>\nelections in the country over the years due to \u201cGhanaians linking the<br \/>\nsuperintendence of assemblies to the appointed chief executives.\u201d<\/p>\n<p>\u201cFor<br \/>\na long time, Ghanaians have let the running of the assemblies through unit<br \/>\ncommittee and assembly members be of no consequence,\u201d she said.<\/p>\n<p>She<br \/>\nalso assured that the EC would stay true to its mandate of\u00a0educating<br \/>\ncitizens while maintaining a position of independence and neutrality to all<br \/>\nparties involved in the reform process.<\/p>\n<p>\u201cOur<br \/>\n1,450 staff are all part of this engagement at the district levels led by the<br \/>\ndistrict directors across the country on various platforms to help get the 40<br \/>\nper cent voter turnout,\u201d she said.<\/p>\n<p>Ms. Nkrumah also called for the integration of affirmative action into ongoing decentralisation reforms to promote inclusiveness of more women who make up over 50 per cent of the population into the local governance structure.<\/p>\n<p><strong>By Issah Mohammed <\/strong><\/p>\n<\/p><\/div>\n","protected":false},"excerpt":{"rendered":"<p>Josephine Nkrumah Chairperson of the National Commission for Civic Education (NCCE), Josephine Nkrumah, has raised concerns over the peddling of erroneous information suggesting that the December 17 referendum is to pave way for the election of metropolitan, municipal and district chief executives (MMDCEs).
