THE GHANA Chamber of Telecommunications has
\nannounced the decision of telecommunication companies to discontinue the
\nupfront deductions of the Communications Service Tax (CST) from every recharge
\nof consumers.<\/p>\n
A recent statement issued by the chamber said
\ntelcos had resolved to exact the tax through a tariff adjustment programme beginning
\nNovember 26, 2019.<\/p>\n
According to the chamber, in tandem with this new
\ndevelopment, it would fall on the Ghana Revenue Authority (GRA) to do the calculation
\nof the CST.<\/p>\n
It also said telcos needed some weeks to complete
\nthe reconfiguration of their systems to accommodate the
\ncommercial and technical requirement that the exercise necessitated to ensure a
\nsmooth experience for consumers.<\/p>\n
The chamber said, \u201cFor the past few weeks, there
\nhave been several discussions on the implementation of the CST. The members of
\nthe Ghana Chamber of Telecommunications would like to reassure its customers
\nthat we have acted in good faith considering our intentions to engage all
\nrelevant agencies following the passage of the CST Amendment Law. The mobile
\nindustry considers the upfront deduction legal and implemented the current CST
\nbased on alignment with how the Ghana Revenue Authority (GRA) calculates and charges
\nthe CST.\u201d<\/p>\n
The chamber, however, highlighted, \u201cWe understand
\nstakeholders\u2019 concerns and have aligned on the current agreement to implement a
\nprice increase to pass on the tax instead of upfront deductions. It is worth
\nnoting that despite this arrangement to stop upfront deductions, GRA will still
\ncalculate and account for the CST as an upfront charge.\u201d<\/p>\n
The CST, introduced in 2008, was fixed at 6 per
\ncent for consumers of some electronic communication services. <\/p>\n
However, the Minister of Finance, Ken Ofori-Atta,
\nin his 2019 mid-year budget, announced a 50 per cent increment in the CST.<\/p>\n
Telcos were unhappy with this development hence
\nthey resorted to deduct CST upfront on all recharges made by their consumers from
