The
\nissue of whether or not the Power Distribution Services (PDS) Concession
\nAgreement should be cancelled by the government has started another \u2018fight\u2019
\nbetween the opposition National Democratic Congress (NDC) and the ruling New
\nPatriotic Party (NPP).<\/p>\n

The
\nNDC has been firing in recent times, accusing the NPP government of trying to
\n\u2018loot\u2019 the assets of the Electricity Company of Ghana (ECG) through the PDS
\nconcession agreement which it initiated when it was in government.<\/p>\n

The
\nNPP has fired back saying the NDC is being mischievous by deliberately setting
\nthe public against them when it knows about the facts of the matter but is
\ninterested in doing propaganda in such a sensitive issue.<\/p>\n

NDC Claims<\/strong><\/p>\n

The
\nNDC claims it has \u2018intercepted\u2019 a document which it says exposes the government
\nin the whole PDS saga and accused the government of giving out ECG assets to a
\nChinese company, Meridian Power Ventures Limited, which it said was formed
\nbarely a year ago.<\/p>\n

According
\nto the opposition, the \u2018intercepted\u2019 document is a letter addressed to the
\nChairperson of Millennium Development Authority (MiDA), Professor Yaa Ntiamoa-Baidu,
\nwhich is directing a secret process to restructure the shareholding of PDS.<\/p>\n

Intercepted Letter<\/strong><\/p>\n

They
\nclaimed the letter of Monday, October 14, 2019, was jointly signed by Ernio
\nAcuna of Meridian Power Ventures (MEIRDIAN), and Jorge Morgado of Aenergy part
\nof which allegedly read, \u201cSince the negotiation for the turnover of the ECG
\nassets and facilities after the PDS Consortium was declared the preferred
\nbidder in the ECG concession, there had been several issues which have arisen
\nin connection with the governance and management of ECG Concession as well as
\nthe board of PDS which unfortunately had not been fully addressed, including
\nthe prolonged suspension of the license of PDS and the ECG Concession and the
\nissue on the Demand Guarantee.\u201d<\/p>\n

As
\na result, the NDC through its MP for Yapei Kusawgu and former Deputy Minister of
\nPower, John A. Jinapor, was all over the place yesterday claiming the Meridian
\nPower Ventures Limited was incorporated in Hong Kong just last year June and it
\nwas done without recourse to Parliament under the agreement.<\/p>\n

He
\nalso called for the cancellation of the PDS deal if found to be fraudulent, and
\nas a result, the NDC served what they called a 24-hour ultimatum on the Finance
\nMinister, Ken Ofori-Atta, to make a full disclosure on the planned
\nrestructuring of the supposed PDS shareholding.<\/p>\n

Embarrassing Conduct<\/strong><\/p>\n

A
\nDeputy Energy Minister, William Owuraku Aidoo reacted to the NDC claims saying
\nthe opposition party continues to embarrass the country because they are
\nrefusing to read.<\/p>\n

He
\nsaid on Oman FM yesterday that there is no iota of truth in the NDC\u2019s claims
\nand said he was concerned that the NDC\u2019s take on the whole PDS concession
\nagreement and the reassignment of shares from Meralco to Meridian Power
\nVentures Limited is embarrassing.<\/p>\n

Binding Agreement<\/strong><\/p>\n

The
\nDeputy Minister explained that the Meridian Power Ventures Limited is a
\nsubsidiary of Meralco, therefore the agreement with Meralco still binds
\nMeridian Power Ventures Limited.<\/p>\n

\u201cTheir
\naugment that Meridian was formed last year and government officials are
\nconniving with its owners to buy shares in PDS is false. Meridian is a
\nsubsidiary of Meralco and this was stated in the document presented to Parliament.
\nThey would have known if they have read,\u201d he fired.<\/p>\n

The
\nDeputy Energy Minister argued that it is either the opposition party wants to
\ndeliberately lie to Ghanaians or they genuinely did not read the reports so do
\nnot know.<\/p>\n

He
\nalso said he was worried about John Jinapor\u2019s ability to interpret some of the
\nissues to the NDC.<\/p>\n

\u201cThe NDC\u2019s conduct in this whole issue is embarrassing, it is propaganda coupled with ignorance,\u201d he said.<\/p>\n
