President Nana Addo Dankwa Akufo-Addo has reiterated Ghana\u2019s
\ncommitted to the tenets of the International Criminal Court (ICC).<\/p>\n

He said he is determined to supervise the integration of the laws
\nthat established the Court (Rome Statute) into Ghana\u2019s domestic laws to
\naccelerate justice delivery.<\/p>\n

The Rome Statute of the International Criminal Court (often referred
\nto as the International Criminal Court Statute or the Rome
\nStatute) is the treaty that established the International Criminal Court (ICC).
\nIt was adopted at a diplomatic conference in Rome, Italy, on July 17, 1998 and
\nit entered into force on July 1, 2002. <\/p>\n

Currently, 122 states are party to the statute and, among other things,
\nthe statute establishes the court\u2019s functions, jurisdiction and structure with
\nfour core international crimes: genocide, crimes against humanity, war crimes
\nand the crime of aggression. Those crimes \u201cshall not be subject to any statute
\nof limitations\u201d.<\/p>\n

Under the Rome Statute, the ICC can only investigate and prosecute
\nthe four core international crimes in situations where states are \u201cunable\u201d or
\n\u201cunwilling\u201d to do so themselves; the jurisdiction of the court is complementary
\nto jurisdictions of domestic courts.<\/p>\n

The court has jurisdiction over crimes only if they are committed in
\nthe territory of a state party or if they are committed by a national of a
\nstate party. An exception to this rule is that the ICC may also have
\njurisdiction over crimes if its jurisdiction is authorised by the United
\nNations Security Council.<\/p>\n

Speaking at the launch of the annual public lecture in international
\ncriminal justice by the Africa Centre of International Criminal Justice (ACICJ)
\nat the Ghana Institute of Management and Public Administration (GIMPA), President
\nAkufo-Addo said \u201cGhana remains committed to its obligations under the Rome
\nStatute and the work of the ICC.\u201d<\/p>\n

Even though he said \u201cwe are yet to adopt the implementation
\nlegislation that will give effect to the Rome Statute domestically\u201d which is
\nlong overdue, he emphasised \u201cit is time we remedied it. I want to say that we
\nshall remedy it very soon.\u201d<\/p>\n

On his part, President of the International Criminal Court, Chile
\nEboe-Osuji, urged President Akufo-Addo to assist the ICC to convince the
\nRepublics of Togo and Guinea Bissau to ratify the Rome Statute.<\/p>\n

\u201cI would like to take advantage of this opportunity to appeal to President Akufo-Addo to help us encourage countries like Guinea Bissau and Togo to take that step for the sake of humanity as all other ECOWAS states have done,\u201d he stressed.<\/p>\n
