EXECUTIVES OF the
\nGhana Union of Traders Association (GUTA) have met with the Minister of Foreign
\nAffairs and Regional Integration, Shirley Ayorkor Botchwey to discuss some
\npertinent issues on retail trade by foreigners in Ghana.<\/p>\n

The meeting, held
\nWednesday at the Foreign Ministry in Accra, was also intended to provide the
\nplatform to discuss the issue of the closure of border by Nigeria.<\/p>\n

The closure of the
\nIgolor and Seme-Krake (Nigeria-Benin) border by Nigeria is said to be affecting
\nGhana\u2019s export along that corridor.<\/p>\n

During the
\nmeeting, the Minister told GUTA that the matter was being handled at the
\nhighest level.<\/p>\n

It would be
\nrecalled that following complaints by GUTA that foreigners were engaging in
\nretail trade, the Ministry of Trade and Industry constituted a task force of
\nrelevant Ministries, Departments and Agencies (MDAs) to check the involvement
\nof foreigners engaged in retail and petty trading, contrary to Section 27 (1a)
\nof the Ghana Investment Promotion Centre (GIPC) Act 856, 2013.<\/p>\n

The work of the
\ntaskforce sparked agitation among foreigners engaged in commercial activities
\nin Ghana, especially Nigerians and Chinese.<\/p>\n

In an effort to
\naddress the situation, the Ministry of Trade and Industry deferred the
\nexercise, to make room for further consultations.<\/p>\n

GUTA reacted and
\nregistered its opposition to the deferment. <\/p>\n

The Association
\nwent on to call for the enforcement of the GIPC law 21(1a), Act 856 of 2013 or
\nits abolition, if it could not be implemented. <\/p>\n

According to GUTA
\nat the time, Nigerians and other foreigners were taking over the trading
\nactivities of its members under unfair competition because they (foreigners)
\nhad access to cheap forms of loans in their respective countries, they
\nconducted trading activities from their homes instead of shops, among others.<\/p>\n

With pressure from
\nGUTA, the Ministry of Trade and Industry issued a public notice banning
\nnon-Ghanaian citizens from engaging in retail trade.<\/p>\n

In the heat of the
\nagitations, Ghana Mission in Abuja also reported that, following the alleged
\neviction of Nigerian retailers from the Ghanaian market, some Civil Society
\ngroups in Nigeria were putting pressure on their government to retaliate by
\nevicting Ghanaians from Nigeria. <\/p>\n

It was further
\nindicated that the Nigerian media blew up the issue to the extent that it was
\nlinked to the Aliens Compliance Order of 1969, which forced about half a
\nmillion Nigerians out of Ghana in 1971, and the repatriation of Ghanaians from
\nNigeria in 1983.<\/p>\n

Consequently,
\nNigeria had to close its border in apparent retaliation.<\/p>\n

She, however,
\nacknowledged that there are problems associated with the implementation of the
\nprotocol which are being addressed through various community instruments and
\nhigh level engagements.<\/p>\n
