{"id":716990,"date":"2019-10-05T12:15:43","date_gmt":"2019-10-05T12:15:43","guid":{"rendered":"https:\/\/ghana-mma.com\/2019\/10\/05\/oppong-boanuh-confirmed-igp\/"},"modified":"2019-10-05T12:15:43","modified_gmt":"2019-10-05T12:15:43","slug":"oppong-boanuh-confirmed-igp","status":"publish","type":"post","link":"https:\/\/www.ghanamma.com\/2019\/10\/05\/oppong-boanuh-confirmed-igp\/","title":{"rendered":"Oppong-Boanuh Confirmed IGP &#8211;"},"content":{"rendered":"<p><\/p>\n<div>\n<p><strong>IGP James Oppong-Boanuh<\/strong> <\/p>\n<p>The Council of State at<br \/>\ntheir meeting yesterday confirmed the appointment of Mr. James Oppong-Boanuh as<br \/>\nthe substantive Inspector General of Police (IGP).<\/p>\n<p>The Constitution demands<br \/>\nthat the Council of State confirms or otherwise the President\u2019s recommendation<br \/>\nof a person for the highest law enforcement office in the country. <\/p>\n<p>The confirmation puts paid<br \/>\nto a period of uncertainty as to whether or not the man who took over from his<br \/>\npredecessor Mr. David Asante-Apeatu was going to be confirmed or asked to go<br \/>\nhome having after all exhausted his official permissible period of service in<br \/>\nthe Police Service. <\/p>\n<p>But with the President\u2019s<br \/>\nconstitutionally vested power to extend the service of a public official<br \/>\nregardless of the end of the official end of service if he so wished and if so<br \/>\nis acceptable to the Council of State, he is staying on for the next two years.\n<\/p>\n<p>The President\u2019s<br \/>\nannouncement via his official spokesperson is expected any moment from now.<\/p>\n<p><strong>Lucky<br \/>\nMan <\/strong><\/p>\n<p>Just when it appeared he<br \/>\nwas about to end his career, he was granted a one-year contract service in<br \/>\nOctober 2018 as Deputy Director-General of the Police Service effective October<br \/>\n8, 2018 to October 7, 2019 by President Akufo-Addo.<\/p>\n<p>At the time of his<br \/>\nappointment in an acting capacity as IGP, of course, the chief constable was<br \/>\ntold he should hold the fort until a substantive person was appointed. Many,<br \/>\nhowever, knew it was only a formality and that he would eventually get the nod.<\/p>\n<p>With every superior<br \/>\nofficer dreaming of one day heading the law enforcement institution, he too had<br \/>\nthat dream which has now come true. <\/p>\n<p><strong>Baptism<br \/>\nOf Fire <\/strong><\/p>\n<p>Although a seasoned cop,<br \/>\nhis appointment in an acting capacity as IGP was greeted with the murder of the<br \/>\npolicewoman in Tamale. It was a test for him to prove his mettle as the man to<br \/>\nachieve results.<\/p>\n<p>He promised to hunt down<br \/>\nthe killers and within a few days his promise was fulfilled and the suspected<br \/>\nculprits are currently on trial. <\/p>\n<p><strong>More<br \/>\nDeaths<\/strong><\/p>\n<p>As if that was not enough<br \/>\nof a test, other cops were murdered in the Ashanti and Eastern regions and<br \/>\nlater in the Central Region where two cops died at the hands of suspects who<br \/>\nhave already been rounded up and currently behind bars, with charges preferred<br \/>\nagainst them.<\/p>\n<p><strong>Expectation<br \/>\n<\/strong><\/p>\n<p>Mr. Oppong-Boanuh will<br \/>\ncome under the Ghanaian public radar over how he overcomes the motley<br \/>\nchallenges of law enforcement in the country. <\/p>\n<p>In spite of the challenges<br \/>\nof the dearth of logistics which has in recent times received massive<br \/>\ngovernment support and, therefore, on the verge of being overcome, there is one<br \/>\nmonster which is the presence of bad nuts in the ranks. <\/p>\n<p><strong>No<br \/>\nMercy<\/strong><\/p>\n<p>So far though he has not<br \/>\nshowed mercy on those cited for acts injurious to the image of the police. <\/p>\n<p>During the passing-out<br \/>\nparade of freshly minted police officers at the Police Training School in Accra,<br \/>\nhe charged the cops to be mindful of their conduct as those found wanting would<br \/>\nbe shown the exit. <\/p>\n<p>A few days ago, a cop was<br \/>\ncaptured on camera whipping a suspect at the Koforidua Railway Police Station<br \/>\nfor which the culprit is already on interdiction pending the commencement of<br \/>\nservice enquiry into the unbecoming conduct. <\/p>\n<p><strong>Rule<br \/>\nOf Law<\/strong><\/p>\n<p>With a President<br \/>\npassionate about the rule of law and respect for human rights, the new IGP has<br \/>\na full plate on how to ensure that his officers do not fall foul of acceptable<br \/>\nstandards. <\/p>\n<p><strong>The<br \/>\nMan Oppong-Boanuh<\/strong><\/p>\n<p>The new IGP was born in<br \/>\n1958 at Aboabo No 1 in the Dormaa District of the former Brong Ahafo Region. <\/p>\n<p>He obtained his GCE<br \/>\nOrdinary and Advanced Levels at the Dormaa Secondary School and is an alumnus<br \/>\nof the University of Ghana and the Ghana School of Law. He was called to the Ghana<br \/>\nBar in 1984. <\/p>\n<p>Between 1986 and 1988, he<br \/>\nworked as the Legal Officer at the Legal Department of the Agricultural<br \/>\nDevelopment Bank in Accra.<\/p>\n<p>He did two years at the<br \/>\nGhana Police Training School and the Ghana Police Academy which included<br \/>\nfieldwork at the Accra Central Police Division, graduating in 1990.<\/p>\n<p>During his time with the<br \/>\nGhana Police Service, he has held several command and staff positions including<br \/>\nChief Staff Officer to the Inspector-General of Police (1990-1996);<br \/>\nDirector-General\/Welfare, Director-General\/Human Resources; Regional Commander,<br \/>\nDirector-General\/Legal and Prosecutions and Deputy IGP.<\/p>\n<p><strong>Foreign<br \/>\nMissions <\/strong><\/p>\n<p>He worked in the United<br \/>\nNations Mission in Mozambique (ONUMOZ) in 1994 and with the United Nations<br \/>\nTransitional Authority in East Timor (UNTAET) from 2001 to 2002.<\/p>\n<p>From November 2004 to<br \/>\nMarch 2005, he was appointed Deputy Commissioner of Police of the African Union<br \/>\nMission in Sudan (AMIS).<\/p>\n<p>On August 19, 2010, he<br \/>\ntook up duties as Police Commissioner to the African Union-United Nations<br \/>\nMission in Darfur (UNAMID) on 19th August 2010. He<br \/>\nsucceeded South African Micheal Fryer. <\/p>\n<p><strong>Deputy<br \/>\nIGP<\/strong><\/p>\n<p>To support him as the Deputy IGP, <strong><em>DAILY GUIDE<\/em><\/strong> has learnt is COP\/Mr. Christian Tetteh Yohunu, the man who until his elevation was the Director General of the Motor Traffic and Transport Department (MTTD).<\/p>\n<p><strong>By A.R.
