{"id":704108,"date":"2019-09-12T14:22:26","date_gmt":"2019-09-12T14:22:26","guid":{"rendered":"https:\/\/ghana-mma.com\/2019\/09\/12\/ppa-boss-replies-chraj\/"},"modified":"2019-09-12T14:22:26","modified_gmt":"2019-09-12T14:22:26","slug":"ppa-boss-replies-chraj","status":"publish","type":"post","link":"https:\/\/www.ghanamma.com\/2019\/09\/12\/ppa-boss-replies-chraj\/","title":{"rendered":"PPA Boss Replies CHRAJ &#8211;"},"content":{"rendered":"<p><\/p>\n<div>\n<p><strong>Adjenim Boateng Adjei <\/strong><\/p>\n<p>The<br \/>\nsuspended Chief Executive Officer (CEO) of the Public Procurement Authority<br \/>\n(PPA), Adjenim Boateng Adjei (AB Adjei), has denied<br \/>\nconflict of interest allegations levelled against him. <\/p>\n<p>In his<br \/>\nresponse to a demand by the Commission on Human Rights and Administrative<br \/>\nJustice (CHRAJ) to respond to the allegations, he stated that there was no<br \/>\nevidence of any act or omission supporting an allegation of having discharged<br \/>\nhis duties as a public officer for the benefit of a company he had an interest<br \/>\nin. <\/p>\n<p>Through<br \/>\nhis lawyer, Yaw Oppong, Mr. Adjei also contended that Manasseh Azuri Awuni who<br \/>\nis the complainant \u201chas not demonstrated how our client\u2019s personal interests<br \/>\ninterfered with the performance of his duties and functions.\u201d <\/p>\n<p>He said<br \/>\nthe allegations in the documentary against him were simply anchored on<br \/>\nassumptions and conjectures, and betrayed gross unfamiliarity with the laws on<br \/>\npublic procurement in Ghana.<\/p>\n<p>He is,<br \/>\ntherefore, urging CHRAJ to dismiss the allegations as they do not refer to any<br \/>\ninstances of conflict of interest in the performance of his duties.<\/p>\n<p><strong>Suspension<\/strong><\/p>\n<p>The<br \/>\nembattled CEO was suspended by President Akufo-Addo following a documentary<br \/>\ntitled \u2018Contracts for Sale\u2019 which was put together by investigative journalist<br \/>\nManasseh Azure. The documentary highlighted alleged procurement misconducts.<\/p>\n<p>Investigative<br \/>\njournalist Manasseh Azure Awuni, in an expos\u00e9 titled \u2018Contracts for Sale\u2019,<br \/>\namong other things, claimed that Talent Discovery Limited (TDL), a company<br \/>\nincorporated in June 2017 and that has links with the PPA boss, won a number of<br \/>\ngovernment contracts through restrictive tendering.<\/p>\n<p>The<br \/>\njournalist also reported that the company was engaged in selling contracts.<\/p>\n<p><strong>CHRAJ Letter<\/strong><\/p>\n<p>CHRAJ<br \/>\nsubsequently wrote to Mr. Adjei giving him 10 days within which to respond to<br \/>\nthe allegations as contained in the documentary.<\/p>\n<p>CHRAJ<br \/>\nBoss Joseph Whittal had said on <em>Citi FM<\/em><br \/>\nthat the response from AB Adjei would determine the next line of action by the<br \/>\ncommission.<\/p>\n<p><strong>Response<\/strong><\/p>\n<p>Mr.<br \/>\nAdjei has through his lawyer responded, denying all the allegations as<br \/>\ncontained in the document.<\/p>\n<p>According<br \/>\nto the response, neither did CHRAJ\u2019s letter indicate with any clarity the<br \/>\nspecific matters contained in the President\u2019s letter nor the documentary by<br \/>\nManasseh Azure Awuni constituting conflict of interest.<\/p>\n<p>It said<br \/>\nthe allegation contained in the documentary does not impinge on conflict of<br \/>\ninterest as \u201ca claim of the sale of contracts by TDL after that company had<br \/>\nparticipated in a tender not organized by the Public Procurement Authority<br \/>\n(PPA) and it had been declared the successful tenderer not by the PPA but by<br \/>\nother entities, has no bearing on a conflict of interest with the duties of our<br \/>\nclient as a public officer.\u201d<\/p>\n<p>\u201cOur<br \/>\nclient is neither part of the management of TDL nor one of those alleged in the<br \/>\ndocumentary to have engaged in the sale of government contracts on behalf of<br \/>\nTDL,\u201d it said.<\/p>\n<p>The<br \/>\nresponse also claims Mr. Adjei is only a shareholder in TDL and not part of<br \/>\neither the management or board of directors of that company.<\/p>\n<p>On the issue of Mr. Adjei being a member of the PPA Board and that puts him in a conflict of interest position regarding contracts involving TDL, the response claims the allegation is misleading and betrays a complete ignorance of or disregard for the actual function of the Board of the PPA in applications for restricted tendering.\u00a0 <\/p>\n<p><strong>BY Gibril Abdu Razak<\/strong><\/p>\n<\/p><\/div>\n","protected":false},"excerpt":{"rendered":"<p>Adjenim Boateng Adjei The suspended Chief Executive Officer (CEO) of the Public Procurement Authority (PPA), Adjenim Boateng Adjei (AB Adjei), has denied conflict of interest allegations levelled against him.
