{"id":703892,"date":"2019-09-12T04:04:16","date_gmt":"2019-09-12T04:04:16","guid":{"rendered":"https:\/\/ghana-mma.com\/2019\/09\/12\/mps-feel-anti-corruption-laws-will-haunt-them-thus-delay-in-passage-short\/"},"modified":"2019-09-12T04:04:16","modified_gmt":"2019-09-12T04:04:16","slug":"mps-feel-anti-corruption-laws-will-haunt-them-thus-delay-in-passage-short","status":"publish","type":"post","link":"https:\/\/www.ghanamma.com\/2019\/09\/12\/mps-feel-anti-corruption-laws-will-haunt-them-thus-delay-in-passage-short\/","title":{"rendered":"MPs feel anti-corruption laws will haunt them thus delay in passage \u2013 Short"},"content":{"rendered":"<p><\/p>\n<div>\n<p class=\"floatLeft\">General News of Thursday, 12 September 2019<\/p>\n<p class=\"floatRight\"><strong>Source: <\/strong>classfmonline.com<\/p>\n<p>2019-09-12<\/p>\n<div class=\"article-left\">\n<p class=\"article-image\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/ghanamma.com\/wp-content\/uploads\/2019\/09\/94230679.295.jpg\" alt=\"Emile Short3209\" title=\"Emile Short3209\" width=\"295\" height=\"164\" \/><span class=\"image_caption\"><span>Former Commissioner on Human Rights and Administrative Justice, Emile Short<\/span><\/span><\/p>\n<\/div>\n<p style=\"clear:right\">A former Commissioner on Human Rights and Administrative Justice, Mr Francis Emile Short, has observed that legislators feel their own anti-corruption laws could haunt them, hence their non-commitment in passing such legislation.<\/p>\n<p>Highlighting the importance of political will in tackling corruption, Mr Short cited an example where political expediency caused a near-two-decade delay in the passage of the Right to Information (RTI) Bill.<\/p>\n<p>In his opinion, legislators and other political stakeholders fear they will be caught by their own laws, thus, the lack of commitment to passing them.<\/p>\n<p>He told Kwabena Bobie Ansah on Accra100.5FM\u2019s \u2018The Citizen\u2019 show in a one-on-one interview that: \u201cIt is because parliament is aware of the important role that such a legislation will play in the fight against corruption [in the case of the RTI Bill] and I believe that Members of Parliament, sometimes, see themselves as possible victims of such [anti-corruption] legislation\u201d.<\/p>\n<p>The former judge stated that: \u201cCorruption [is] not a perception, it is a reality\u201d, adding that: \u201cI would say that in Ghana, and in most parts of Africa, corruption is a norm, it is accepted as a norm, as the way of life\u201d contrary to what is witnessed in developed countries.<\/p>\n<p>Mr Short expressed concern that \u201cin our society, if you are not corrupt, you are considered to be the exception and I think we have to move from that position\u201d.<\/p>\n<p>He called for effective collaboration between the legislature, judiciary, and the executive to deal with the canker due to the billions of cedis the country loses as a result, which, in turn, stifles economic development, infrastructure expansion, provision of health facilities and many other interventions. <\/p>\n<p>For him, there is a \u201clack of enforcement of laws and regulations\u201d, a situation he believes calls for greater awareness about the repercussions of corruption to the economy and the deprivation of facilities and services to the public.<\/p>\n<p>Mr Short subsequently proposed stiffer sanctions for culpable individuals to serve as an effective deterrent.<\/p>\n<p>\u201cThere is a need for greater sanctions to be imposed on those who indulge in corruption. There is a need for greater effectiveness of the anti-corruption agencies.
