{"id":699621,"date":"2019-09-05T18:54:05","date_gmt":"2019-09-05T18:54:05","guid":{"rendered":"https:\/\/ghana-mma.com\/2019\/09\/05\/ga-east-ncce-engages-stakeholders-on-accountability-and-environmental-governance\/"},"modified":"2019-09-05T18:54:05","modified_gmt":"2019-09-05T18:54:05","slug":"ga-east-ncce-engages-stakeholders-on-accountability-and-environmental-governance","status":"publish","type":"post","link":"https:\/\/www.ghanamma.com\/2019\/09\/05\/ga-east-ncce-engages-stakeholders-on-accountability-and-environmental-governance\/","title":{"rendered":"Ga East NCCE engages stakeholders on accountability and environmental governance"},"content":{"rendered":"<p><\/p>\n<div itemprop=\"articleBody\">\n<p class=\"MsoNormal\" style=\"text-align:justify\"><b><span style=\"font-family: Tahoma, sans-serif; font-size: 11pt;\">By Benjamin Adamafio Commey, GNA<\/span><span style=\"font-family: Tahoma, sans-serif; font-size: 11pt;\">\u00a0 \u00a0\u00a0<\/span><\/b><\/p>\n<p class=\"MsoNormal\" style=\"text-align:justify\"><span style=\"font-size:11.0pt;&#10;font-family:&quot;Tahoma&quot;,&quot;sans-serif&quot;\">Accra, Sept 5, GNA \u2014 Participants at a day\u2019s<br \/>\nstakeholders forum on enhancing public accountability and environmental<br \/>\ngovernance have urged government to ensure that it sets up offices of<br \/>\nanti-corruption institutions at all municipal and district levels.<\/span><\/p>\n<p class=\"MsoNormal\" style=\"text-align:justify\"><span style=\"font-size:11.0pt;&#10;font-family:&quot;Tahoma&quot;,&quot;sans-serif&quot;\">This, they said would ensure that citizens<br \/>\nhad easy access to such mandated institutions to report any act of corruption,<br \/>\nespecially at the local levels without hassle.<\/span><\/p>\n<p class=\"MsoNormal\" style=\"text-align:justify\"><span style=\"font-size:11.0pt;&#10;font-family:&quot;Tahoma&quot;,&quot;sans-serif&quot;\">They noted that institutions such as the<br \/>\nCommission on Human Rights and Administrative Justice (CHRAJ), Economic and<br \/>\nOrganised Crime Office (EOCO), among others which were mandated to fight the<br \/>\ncanker at all levels, had their offices limited to the regional capitals and<br \/>\nonly few municipalities across the country, a situation they bemoaned hindered<br \/>\nthe fight against corruption, especially at the local level.<\/span><\/p>\n<p class=\"MsoNormal\" style=\"text-align:justify\"><span style=\"font-size:11.0pt;&#10;font-family:&quot;Tahoma&quot;,&quot;sans-serif&quot;\">The forum, organized by the Ga East<br \/>\nMunicipal branch of the National Commission on Civic Education (NCCE), was to<br \/>\nempower community members to demand for accountability from duty bearers and<br \/>\nreport all acts of corruption to appropriate authorities. <\/span><\/p>\n<p class=\"MsoNormal\" style=\"text-align:justify\"><span style=\"font-size:11.0pt;&#10;font-family:&quot;Tahoma&quot;,&quot;sans-serif&quot;\">It forms part of the Commission\u2019s<br \/>\nAnti-Corruption, Rule of law and Accountability Programme (ARAP) and the<br \/>\nNational Anti-Corruption Action Plan (NACAP) <\/span><\/p>\n<p class=\"MsoNormal\" style=\"text-align:justify\"><span style=\"font-size:11.0pt;&#10;font-family:&quot;Tahoma&quot;,&quot;sans-serif&quot;\">The ARAP programme funded by the European<br \/>\nUnion (EU) is targeted at reducing corruption and improving accountability and<br \/>\ncompliance of citizens on the rule of law in the country.<\/span><\/p>\n<p class=\"MsoNormal\" style=\"text-align:justify\"><span style=\"font-size:11.0pt;&#10;font-family:&quot;Tahoma&quot;,&quot;sans-serif&quot;\">It was attended by officials from NCCE,<br \/>\nCHRAJ, assembly members, traditional leaders, police, Civil Society<br \/>\nOrganisations, religious leaders, opinion leaders, among others.<\/span><\/p>\n<p class=\"MsoNormal\" style=\"text-align:justify\"><span style=\"font-size:11.0pt;&#10;font-family:&quot;Tahoma&quot;,&quot;sans-serif&quot;\">Mr Sulemana Bayensi, the Ga East Municipal<br \/>\nDirector of NCCE in an interview with the Ghana News Agency (GNA) on the<br \/>\nsidelines of the forum, noted that consistent dialogue and education were<br \/>\nimperative if citizens were to demand for accountability from duty bearers as<br \/>\nwell as to report acts of corruption in the society.<\/span><\/p>\n<p class=\"MsoNormal\" style=\"text-align:justify\"><span style=\"font-size:11.0pt;&#10;font-family:&quot;Tahoma&quot;,&quot;sans-serif&quot;\">\u201cI think there is the need for more<br \/>\neducation. If people are empowered and they know that there is the Whistle<br \/>\nBlowers\u2019 Act which protects a person who reports acts of corruption it will<br \/>\nencourage people to do that.<\/span><\/p>\n<p class=\"MsoNormal\" style=\"text-align:justify\"><span style=\"font-size:11.0pt;&#10;font-family:&quot;Tahoma&quot;,&quot;sans-serif&quot;\">\u201cReally looking at the situation whistle<br \/>\nblowing or social auditing is a process, not an event so it will take time for<br \/>\npeople to be more empowered to readily report issues concerning corruption. I<br \/>\nbelieve people are willing but if they are empowered more, if they get to know<br \/>\nthat there is something backing them, they will feel free to report issues<br \/>\nconcerning corruption,\u201d he said.<\/span><\/p>\n<p class=\"MsoNormal\" style=\"text-align:justify\"><span style=\"font-size:11.0pt;&#10;font-family:&quot;Tahoma&quot;,&quot;sans-serif&quot;\">He assured community members of the<br \/>\nCommission\u2019s commitment to partner with other corruption fighting agencies to<br \/>\nensure that the canker was mitigated within the Municipality.<\/span><\/p>\n<p class=\"MsoNormal\" style=\"text-align:justify\"><span style=\"font-size:11.0pt;&#10;font-family:&quot;Tahoma&quot;,&quot;sans-serif&quot;\">\u201cSince we started this project against<br \/>\ncorruption in 2006, we have not relented in our efforts to bring in other<br \/>\nstakeholders like CHRAJ, EOCO, the police and other organisations that are at<br \/>\nthe forefront of fighting against corruption.
